Unfortunately, I've been having numerous problems with Ubuntu 16.04 LTS
user interface, to the point where I am looking to give up on Ubuntu,
after using it for number of years.

Let me break it down for you, the BIOS is NOT out of date in regards to
any of the Intel video BIOS portions. Version 2.27 has the same Intel
video BIOS extension that 2.29 contains. It is foolish to update BIOS's
just because you can, generally you do them because something is broken,
but in
Brandon MacEachern, to advise, if you would care to review the Lenovo
website, your BIOS is clearly outdated.
Also, a WORKAROUND is not a fix, and wouldn't be eligible to create a
patch from.
Despite this, to fix your issue in the default configuration (i.e. no
WORKAROUNDs), it is most helpful
Andrei Borzenkov, to see if this is already resolved in Ubuntu, could
you please test http://cdimage.ubuntu.com/daily-live/current/ and advise

No, from what I can see the backported commit
72bac84df9ce72f2baf730655ecc23f1692d1e64 removes and re-applies that
specific change too.

Confirmed that the bug is fixed in the 4.10 kernel series.
Further confirmed that this is down to the i915.enable_psr parameter:
Linux 4.8 with no command line => flickering (enable_psr defaults to on)
Linux 4.8 with i915.enable_psr=0 => no flickering
Linux 4.10 with no command line => no

Hello guys, does this only affect Unbuntu 16.04? I have seen my Ubuntu
14.04 Chromium having the same issue shown in the same video that Vasya
Pupkin (the user of the original post) posted.
I just happened to have my Chromium flickering whenever I'm watching
YouTube videos or sometimes even pdf
Please consider this issue as closed. This looks to be an issue with the
HDMI cable i was using. When using a new cable, I am no longer able to
reproduce this issue.
