Workarounds include; 
  use an older version of Ubuntu,
  use a faster monitor, 
  use a video card (nVidia GT 710),
  use a mainline kernel 5.4.0-050400rc6-generic 
which also reports the VGA port as a VGA port.
But using a mainline kernel and a video card xrandr reports a 77 Hz refresh 
rate and a lower resolution.

i7-9750h, nvidia gtx 1650

I have the same issue. This is the first laptop that I have, which is
not suitable for linux because of this issue.  Any ideas when this issue
will be fix for any kernel.

How to reproduce?

I am now running 18.04 LTS, problem is there since 16.04 LTS.

I have noticed if I disable my displays from going into power-safe mode
and still let ubuntu go into the lock screen I could keep the machine
running. I also disable the "No signal power off" feature on my
displays. This is not something you want on the long run, but since I
combine my desktop with a server running several virtual machines, I
need to machine to stay on.

When I get to my desktop, after not using it for a while, and I press
CTRL - SHIFT, Ubuntu will wakeup and show the lock screen, I can then
login - I never have a crash again. But when I move the mouse first I
sometimes still get the crash. I have tested this for a couple of weeks,
making sure my mouse never moves when I touch the keyboard. Even bumping
the table could cause the mouse to send some signals and crash the
desktop.

Important: I sometimes move the mouse first and does not crash, but
never when I press CTRL - SHIFT first.

I have a suspicion that there is an issue when Ubuntu wake up and
peripherals are doing stuff.

This issue started recently (I think it could be related to some package
update.

Steps to reproduce:
 - Power the PC on;
 - BIOS Boot screen (not visible, the display is off);
 - GRUB screen (not visible, the display is off);
 - Gnome Login screen (not visible, the display is off).

Workaround:
 - after a reasonable time for the Gnome Login Screen to be reached, inserting 
my user password starts the desktop session. Screen is never shown on first try 
(the best is to see short flashes of the desktop in the screen). The display 
keeps on trying to start.
 - long press the power button to force power down and immedeately switch the 
PC back on --> after 1 or more workaround cycles the screen is shown (sometimes 
with wrong horizontal placement).

After the display is working, it works smoothly until the next power
down (i.e. if I reboot the PC everything is visible from the BIOS Boot
screen onward.
