I was facing the same issue with my Laptop Compaq - AMD-Athlon-X2 -QL-64,
Nvidia 8200, 3GRam. I am running Ubuntu using Wubi.

I have the same issue with an XPS 1210 (with an nvidia 7400 card).
Interestingly, I have no nvidia drivers installed and nor do I have
compositing/effects enabled.
I am using Kubuntu 4.4.2 and suspend/resume is not working for me -

it's 1.1.70, which supports all the APIs which are part of Vulkan 1.1

Xenial should also upgrade to Vulkan 1.1 loader version so that app

still do support it along with support for more recent GLESv2

Currently Bionic contains 1.0.0-2ubuntu2 version of libegl1.
There is a bug in libEGL.so.1 due to which a Khronos CTS failure happens
on ARM platform.
Cosmic has already upgraded to 1.0.0+git20180308-3ubuntu1 version of
libegl1 where this bug is fixed.

A new upgrade (1.0.0-2ubuntu2.1) to bionic is released on 2018-07-09 but
it does not contain the commit which fixes the issue being mentioned in
