MapServer 7.4.0 is now in experimental ppa.
Please test so we can move to unstable.

* Python MapScript now only provided for Python 3 (python3-mapscript)
* PHP MapScript available again (php-mapscript)
* PHPNG MapScript based on SWIG also available
