Unfortunately, this bug occurred to me again in Kubuntu 18.04 / KDE Plasma 5.12.7 when setting language to English and region to Netherlands. Locale is then set to en_NL.UTF-8 which is invalid, causing rendering issues in konsole, screen, for example.

A severe loss of functionality is that accents cannot be set properly to greek vowels.
