As stated by Rik, this is not a shortcut that gets set by default in
Plasma. Furthermore, due to https://bugs.kde.org/show_bug.cgi?id=456958,
it is not one that is easily set by default. Unfortunately, this puts
this into the "Can't Fix/Won't Fix" category.

That shortcut has not been enabled by default in Plasma for many
releases AFAIK.
It exists in Systemsettings > Shortcuts > Examples, but is disabled by
default
