seemingly aware of this, yet it has not yet landed in Unstable, though

It appears as though GIMP 2.10 was installed via PPA, causing the
conflict. Packages from PPAs are not officially supported.

To reproduce: Open ubuntustudio-controls, set CPU Governor to Ondemand.
