Kiwanukas story was great I refer to Jenkins Kiwanukas article titled When Obote fumed at the 1965 London Chogm (Daily Monitor, September 25) and wish to thank him for this insight into the kind of integrity public servants were expected to project at all times. What caught my eye most was his revelation that as Administrative and Press Officer to the Uganda Government delegation to the Chogm, he drew pounds 8,000 in travellers cheques from the Uganda Commercial Bank as contingency fund for 20 delegation members. After attending the meeting, the delegation took a two-month trip to 10 European and Asian countries. Jenkins says he returned to Uganda with a balance of pounds 6,500 which he handed back to the Treasury. I can sense many Ugandans who read this dismissing it as a lie or imagining there must have been something wrong with him. As a member of a civil society organisation that fights corruption in Uganda, I found this story an effective weapon in our struggle for public accountability. It revealed to citizens who were not born by that time that Ugandans have not always been corrupt, and that the current degeneration can be reversed. During the period Jenkins wrote about, Uganda was credited with having one of the best Civil Service in Africa.
