Under normal operating procedures, (NOP)  such appeal should have been addressed to the "Government" in Kampala ... and not to Americans.

  By appealing to the US administration to curb cattle rustling, the MP is pretty much admitting  or implying  (Albeit not openly) that the policy (war policy) of regime in Kampala has failed to resolve the cattle rustling issue in Karamoja.

Kampala MEMBERS of Parliament from Kapchorwa district recently asked the US government to help Uganda end cattle rustling in the northeastern region.

John Yekko (Kween), Steven Chebrot (Tingey) and Gertrude Kulany (Women) made the appeal while meeting the East African Legislative Assembly (EALA) team, probing cattle rustling on the Uganda-Kenya border.The meeting was held in Kapchorwa town.The MPs briefed the visiting regional legislators on the effects of the 40-year-old practice on development in the district, which is dominated by the Sabiny farmers.

Yekko, who is also the chairperson Kapchorwa District Parliamentary Group, asked the US government to realise that the rustlers were operating in the region like terrorists do in the Middle East and elsewhere in the world.

He warned the Americans not to underestimate the illicit practice that could in the future frustrate their foreign investments in the African region."Much as these people are fighting for cattle they are no different from terrorists," he told the team led by Lydia Wanyoto.Yekko said rustling should be fought just as rebels are fought.
