to all the parties. At the time all this was taking place, the Republican
party was in control of both the House
and Senate. The particular regulation being referred as the actual cause of
the current crisis was passed in the
Senate unanimously. There is no denying that this happened on Bush
Administration's watch. It should also be
noted that Alan Greenspan, the Chairman of the Federal Reserve Bank thought
that the market were capable of
regulating themselves without government intervention. Quite possibly if *
laissez*-*faire hasn't been order of the day, *
some serious damage to the world economy might have been prevented.

default swaps helped spread the illness worldwide. Like many parts of the
financial system these days, credit default swaps are so complicated, simple
bankers couldn't have created them. They were invented by people like Gregg
Berman.

My formal training is in physics, he says. I studied experimental physics
and nuclear physics before joining finance in 1993. Now just to be clear,
Berman didn't invent these things, but he works for Risk Metrics Group,
which helps people manage risk, and so he thinks about them a lot and he's
good at explaining what they are.

Imagine, he says, you buy a bond from Ford for $100.

You're holding your bond and you are worried about Ford's credit. So you
enter into an agreement with another party where you say to other party, 'I
will pay you some money — 2 percent a year, 3 percent, 4 percent — and what
you need to do is give me protection.'

If Ford should go bankrupt, then I'm going to give you this perhaps
worthless bond and you're going to give me my $100 back. In the big context,
it looks like insurance. So is insurance what we are talking about? People
with bonds, which are already considered safe, trying to make them safer?
Well, it didn't stay that way.

*Insurance On A Home You Don't Own*

I think Mae West said it very, very well when she said, 'I used to be Snow
White, but I drifted,'  says Satyajit Das, a risk consultant who was around
when credit default swaps first appeared.

For 30 years, he has worked with hedge funds and bankers all over the world
as a sort of a financial hired gun. He saw first hand how what started as
insurance morphed into something else entirely. In the 1990s, he says, he
was a fan of credit default swaps.

But by about 2003-2004, I was starting to get nervous, Das says. I could
see the market had gone from a very legitimate purpose to something which
was much more racy and interesting but also much more dangerous.

He says along the way, it stopped being insurance.

The line between investing and speculation or gambling in financial markets
is always a pretty gray one, he says. And speculation is always a
motive.So, how did we get from one of the safest activities on the planet —
insurance — to one of the riskiest — gambling? There's one key difference
between an insurance policy and a credit default swap.

*The way that I first described the credit default swap is, you own the
bond and you want to transfer the risk to someone else. But what if I want
to buy protection but I don't own the bond? Berman says. But isn't buying
protection on a bond you don't own like buying fire insurance on a house
that's not yours?*

It is exactly like buying insurance for a house you don't own, Berman
says. So it's like you took out fire insurance on your home, and I also
took out fire insurance on your home, and a thousand other people took out
fire insurance on your home.

And when that happens, what you're doing is, you're betting on the house.
So, a CDS allows people to get paid off by insuring something they don't own
— not a house in this case, but a bond.

*How Credit Default Swaps Work*

A credit default swap is what they call an over-the-counter instrument. It's
not something that's traded publicly on an exchange, like a stock. Instead,
it's a private deal between any two people with more than $5 million — so
that means, effectively, someone at an investment bank, or a hedge fund, or
at a big commercial bank like Citibank and Credit Suisse. They all have
credit default swap desks.

Now, every day, the guy at this desk is getting thousands of e-mails and
calls from people who want to enter into credit default swap contracts with
him. Sometimes those people want it for insurance. They have a bond from
say, the ABC Co., but they're a little worried about ABC Co.'s financial
health. They call the guy at the desk up and say, Will you sell me credit
default swap protection? In

The opposition Forum for Democratic Change yesterday alleged that estranged 
party official Beti Kamya was plotting with government machinery to frame party 
president Kizza Besigye by linking him to alleged subversive activities in 
Kiboga District.
FDC Vice President Morris Ogenga Latigo made the revelations in a strongly 
worded statement he issued at Parliament yesterday, in which he called on the 
country to ignore the outbursts of the Rubaga North MP.
Said Mr Latigo, “Recently, the FDC received urgent information to the effect 
that some people were being mobilised to set up fake guerilla camps in Kiboga 
to implicate FDC and particularly Dr Kizza Besigye, in anti-government rebel 
activities,” the statement reads, adding, “Our sources assert that the people 
involved had links with Ms Beti Kamya and a senior NRM leader from Kiboga 
District”. 
Prof. Latigo, the leader of opposition in Parliament, refused to name anybody 
allegedly plotting with Ms Kamya or the top NRM official, saying the matter, 
which the FDC officials handed to Internal Affairs Minister Ruhakana Rugunda, 
was under investigation.
The FDC VP had earlier said his statement that upon receipt of the above 
information, the FDC leadership met Dr Rugunda and presented the facts to him. 
“The Inspector General of Police was equally contacted on the matter, and the 
two officials promised to investigate the matter” the statement said.
Prof. Latigo added, “Upon handing over the matter to government, the FDC 
leadership chose to keep quiet and let the investigations proceed normally. 
This remains our position”.
Ms Kamya, who since August has been involved in wrangles with her party after 
she failed to automatically replace the party chairman the late Dr Suleiman 
Kiggundu, told a press conference at Parliament on Wednesday that top FDC 
officials were plotting to have her murdered.
“They are trailing me in Kiboga, around town and everywhere but I have the 
details,” she said. Yesterday, Ms Kamya denied involvement in the 
Besigye-framing plot.
“It’s wild. I don’t know what they talking about. It’s ridiculous,” she told 
Daily Monitor by telephone.Dr Rugunda confirmed last evening he had met FDC 
officials over the matter before it was handed over to the Police.
“The Police are investigating the matter,” the minister said by telephone. 
Efforts to get a comment from Dr Besigye were futile as the FDC president was 
reportedly in several meetings.
But the new allegations come at a time when Dr Besigye is facing treason 
charges for allegedly forming a mysterious rebel group, the Peoples Redemption 
Army for which he was arrested and charged in the run up to the 2006 elections. 
Dr Besigye was detained at Luzira Prison shortly after returning to the country 
prior to the 2006 elections. The FDC statement yesterday seemed to suggest that 
Ms Kamya’s of a murder plot were a counter measure by the MP to counteract her 
party’s discourse with Dr Rugunda.
Prof. Latigo said of the MP, “We urge the country to disregard the unfortunate 
outburst and false allegations levelled against FDC and its leaders by Hon. 
Beti Kamya,”
Prof. Latigo also described the accusations by Ms Kamya as a stunt intended to 
divert the attention of Ugandans from the NSSF-Temangalo land purchase deal.
Meanwhile the Commissioner in charge of crime, Mr Elly Womanya, said yesterday 
that Police are investigating reports of the death threats.
Mr Womanya said Ms Kamya has been given protection.

That sumptuous plate of chicken and chips, or sleeping on the couch all day 
watching TV could kill you. This is the message that the Ministry of Health is 
sending out to the public as Uganda marks the World Diabetes Day today.
In a country where there is a growing shift to a lifestyle characterised by 
eating lots of fatty foods and little or no play at all, many people are 
becoming prone to diabetes – a disorder that affects the way the body uses food 
and energy. It has no cure.
Now, the Health Ministry is warning that children are increasingly contracting 
Type 2 diabetes, which is most common among adults.
“Type 2 diabetes is the commonest form of diabetes and is most prevalent among 
the older population. However, it is becoming increasingly common in children, 
mainly due to lifestyle factors that increase obesity levels, poor diet and 
lack of exercise,” said the head of the Non Communicable Diseases Department in 
the Health Ministry, Dr James Sekajugo.
“Children are driven to school, picked in the evening, they are over fed on 
chips and chicken, ice cream, and they hardly walk home or do exercise. They in 
turn become obese, one of the major risk factors for diabetes,” added Dr 
Sekajugo. 



 
DANGEROUS DELICACY: Children like such foods not knowing they are dangerous in 
the long run.
He says although there are no specific national figures indicating the number 
of children or adults suffering from the diabetes today, it is estimated that 
over one million Ugandans are suffering from the disease.
In 1972, only 254 African diabetic subjects were registered in Mulago Hospital 
diabetic clinic Statistics indicate that the hospital alone handles over 300 
diabetics weekly. 
Diabetes is a chronic health condition where the body is unable to produce 
insulin and properly break down sugar (glucose) in the blood leading to 
increasing sugar levels in the body.
There are two main types of diabetes. Type 1 diabetes (previously called 
insulin dependent diabetes) and Type 2 diabetes (non-insulin dependent). 
Type 1 diabetes is commonest in people under 30 years and may appear in early 
childhood. Type 1 diabetes must be treated with insulin injections. 
In people with Type 2 diabetes, the body is able to produce insulin (sometimes 
it is overproduced) but is unable to use it properly. Type 2 diabetes can be 
controlled with a proper diet and medication.
Dr Sekajugo said fatty and fried foods that are commonly consumed today are 
very rich in fat, carbohydrates and proteins, which tend to increase body 
weight. 
He explained that a lot of weight constrains the pancreas from secreting 
insulin needed to reduce sugar levels in the body, which results into diabetes.
According to Dr Sekajugo, high sugar levels in blood can damage many parts of 
the body, including the kidneys, heart, eyes and blood vessels that bring 
oxygen to the nerves, resulting in death if a patient does not seek early 
treatment.
Some of the symptoms that a child suffering from diabetes may present include 
recurrent skin infections, feeling thirsty and drinking a lot, weight loss and 
passing large volumes of urine.
The general symptoms of diabetes include hunger, excessive thirst, excessive 
urination, dehydration and weight loss.
Dr Sekajugo says priority should be given to screening of children for diabetes 
and also providing treatment for those who are diabetic. “We have been 
concentrating on screening and treating adults because children are assumed to 
be free from the disease,” he said.
World Diabetes Day is marked on November 14. The theme for this year’s event, 
to be marked in Gulu District, is “Diabetes in children and adolescents”.
Dr Sekajugo explained that apart from improper diet and natural causes, 
excessive smoking and alcohol consumption can also expose a person to diabetes.
The Ministry of Health in collaboration with the World Diabetes Foundation is 
currently piloting a project aimed at improving access to quality diabetes 
care. The project is being piloted in the districts of Arua, Kabale, Wakiso and 
Amuria 
Presently, there is no cure for diabetes, which is considered a global health 
threat. 
But in September 2008, Kampala Pharmaceutical Company in joint partnership with 
the Uganda Diabetes Association launched a new anti diabetic drug, Formin which 
is effective in management of Type 2 diabetes, which also accounts for 80 
percent of all diabetes cases. 
Dr Sekajugo advises people to have proper diet, do exercise, and avoid smoking 
as well as excessive consumption of alcohol. “Exercise can lower blood sugar 
levels because the body uses sugar to fuel activity,” he said. “People should 
take fresh fruits, vegetables, do physical exercise, and eat food with less 
fat.”

Soroti
Residents of Soroti town are gripped with fear after unknown thugs shot dead a 
police officer on Wednesday night.
Wilbrod Obbo, 29, who was in charge of Kichinjanji Police Post on the outskirts 
of Soroti town, was killed at around 9pm as he returned to the barracks from 
office.
“The thugs wrestled Obbo and grabbed the gun from him since they were many,” 
the District Police Commander, Mr Sam Musisi, told journalists yesterday. “They 
used that very gun to shoot him and they went away with it.”
Mr Musisi said prior to Obbo’s death, he had received numerous threatening 
phone text messages.
“Most of the messages were from suspected criminals warning him against 
arresting them and their colleagues,” Mr Musisi told journalists at his office. 
Without divulging details, he said the police have identified 15 suspects and 
four had already been arrested.
“Among those arrested is an LC chairman believed to have chaired meetings that 
plotted Obbo’s death,” Mr Musisi said. 
He also hesitated to give out details on Obbo’s gun, saying it would jeopardise 
investigations. 
By press time yesterday, Obbo’s body was lying in Soroti Hospital mortuary 
where hundreds of residents were going to pay respects.
Mr Musisi, who appealed for calm, said the corpse would be taken to Tororo 
today for burial.

Japanese 'giving up on sex' 
Japan is facing a crisis in the bedroom that threatens the very future of the 
nation, according to the head of the nation's Family Planning Association.

A new study by Dr. Kunio Kitamura has revealed that more than one third of all 
couples in Japan have effectively given up on sex, with most complaining they 
are too tired after work or that it is boring.

The results are a surprise because the numbers keep going up each year, said 
Dr. Kitamura. 

In 2004, 32 per cent of Japanese admitted to not having sexual intercourse in 
the previous month. That number has now risen to 37 per cent, according to a 
report that will be presented to the Ministry of Health and Welfare next year.

Of course, if people are not having sex then there will be fewer children, 
Dr. Kitamura said.

Japan's birth rate stood at 1.34 in 2007, far below the replenishment rate of 
2.08 babies that is required for a stable population.

The country's population, which peaked at around 127.7 million in 2006, is 
predicted to decline to 95 million by 2050. And if drastic measures to 
encourage people to have more sex and more children don't succeed then there 
will be a mere 47.7 million Japanese at the turn of the next century.

The Japanese government recognises that it has a problem with a declining birth 
rate, which will inevitably lead to a population dominated by elderly people 
who will need to have their pensions and health care funded by a shrinking 
group of workers, and is seeking ways to halt the decline. 

Proposals for increased payments for parents, more time off work after the 
birth of a child and increased access to health and education opportunities 
have been welcomed, but have not led to a flood of new arrivals.

Dr. Kitamura has a more basic approach to the problem: achieving a balance 
between work and life and communication.

People are working too hard today and the most important piece of advice I 
would give to couples is for them to go home as early as possible after work 
and communicate with their partners, he says. Not communicating is the main 
reason why so many marriages are sexless.

Agency for Health and Food Safety, managed by the Austrian Federal Ministry of 
Health, Family and Youth, and carried out by Veterinary University Vienna, 
confirms genetically modified (GM) corn seriously affects reproductive health 
in mice. Non-GMO advocates, who have warned about this infertility link along 
with other health risks, now seek an immediate ban of all GM foods and GM crops 
to protect the health of humankind and the fertility of women around the world.

Feeding mice with genetically modified corn developed by the US-based Monsanto 
Corporation led to lower fertility and body weight, according to the study 
conducted by the University of Veterinary Medicine in Vienna. Lead author of 
the study Professor Zentek said, there was a direct link between the decrease 
in fertility and the GM diet, and that mice fed with non-GE corn reproduced 
more efficiently.

In the study, Austrian scientists performed several long-term feeding trials 
over 20 weeks with laboratory mice fed a diet containing 33% of a GM variety 
(NK 603 x MON 810), or a closely related non-GE variety used in many countries. 
Statistically significant litter size and pup weight decreases were found in 
the third and fourth litters in the GM-fed mice, compared to the control group. 
 

The corn is genetically modified with genes that produce a pesticidal toxin, as 
well as genes that allow it to survive applications of Monsanto's herbicide 
Roundup.

A book by author Jeffrey M. Smith, Genetic Roulette, distributed to members of 
congress last year, documents 65 serious health risks of GM products, including 
similar fertility problems with GM soy and GM corn: Offspring of rats fed GM 
soy showed a five-fold increase in mortality, lower birth weights, and the 
inability to reproduce. Male mice fed GM soy had damaged young sperm cells. The 
embryo offspring of GM soy-fed mice had altered DNA functioning. Several US 
farmers reported sterility or fertility problems among pigs and cows fed on GM 
corn varieties. Additionally, over the last two months, investigators in India 
have documented fertility problems, abortions, premature births, and other 
serious health issues, including deaths, among buffaloes fed GM cottonseed 
products.

The principle GM crops are soy, corn, cottonseed and canola. GM sugar from 
sugar beets will also be introduced before year's end.

Mr. Smith, who is also the Executive Director of the Institute for Responsible 
Technology says, GM foods are likely responsible for several negative health 
trends in the US. The government must impose an immediate ban on these 
dangerous crops. He says, Consumers don't need to wait for governmental

Monsanto press offices in the UK and USA were unable to provide a comment on 
the findings for journalists yesterday.
