[Ugnet] RWANDA: THE ASSASSINATIONS OF RPA {Rwanda Patriotic Army} OFFICERS
Rwanda: Assassinations of RPF/RPA Officers. The question of RPA soldiers who are regularly killed is very complex. The assassinations differ in their forms, but they all are due to what follows: When you work for the RPA and you lose the confidence of the army, you become a dangerous element, likely to reveal secrets; When you start to foster a hostile environment towards the FPR, you can also make revelations; When you are married to a Hutu woman or a woman born of Hutu and tutsi parents; when you do not agree with RPA human rights violations; when you are suspected of collaborating with the opponents of Paul Kagame. There were also other reasons. Colonel Charles Ngoga was assassinated because he competed with the commercial milk market of Major General Paul Kagame. More than six times, the milk of Colonel Charles Ngoga's cows was poured right in the middle of the road by bodyguards of President Kagame. He asked whether the strong man of Kigali really believed he had fought for Rwanda's freedom. These sour words constitute, from now on, an imminent danger, more so as he was shown to have plotted with those who were preparing a coup. Finally, he was killed with a very violent poison poured in his drink by Colonel Dan Gapfizi. Lieutenant-Colonel Wilson Rutayisire, called Shabani, former ORINFOR director, was shot by Lieutenant-Colonel Mulisa on the order of Major General Paul Kagame. He was suspected of being the head of a group of soldiers exiled in Uganda who did not approve of the way Kagame directed the country. These soldiers were persuaded that Major General Paul Kagame made serious errors which will be difficult to correct later, like killing and wrongfully imprisoning the population, to blame all Hutus of committing genocide, and enroll many known Interahamwe militiamen in the RPA. Major Rachid Mugisha (alias Kyojo) was killed by an injection administered by Major Dr Joseph Ntarindwa at the military hospital in Kanombe. Theexecution order came from the DMI which received its order from Major General Kagame in person. It seems that he was assassinated because of his friendship with Captain Serwanda, himself assassinated under the pretext he was preparing a war against the FPR. Major Mugisha also caused his assassination by his character as he did not support injustices within the army. Major Alex Ruzindana was assassinated some time after his demobilization from the RPA. It was claimed that he belonged to the group of soldiers who prepared a coup d'etat. He was cut down by Captain Butera. That it was believed he wanted to make a coup d'etat is due to the fact he was openly opposed to the massacres and assassinations of people because of a difference of opinion. He was persuaded that if someone did not stop it, the country would fail. Major Dr Ndahiro and Dr. Jean Gahungu were killed towards the end of July 1994, near Rwamagana in the direction of Kayonza. In a car Major Dr Ndahiro drove, they fell into a ambush. The driver tried to dodge these killers and lost the control of the car. The two officers and one of the members of their escort were killed in this accident. Major Ndahiro was eliminated not only because he had made brilliant studies, but also because he did not like the intrigue. In spite of his relations with Inkotanyi, Dr. Jean Gahungu was eliminated because his/her son had a strong friendship with the family of president Juvénal Habyarimana (today his/her son married one of Habyarimana's daughters). Major John Birasa and Captain Eddy perished in a ambush which was set up by Birasa's deputy. The major was killed because he did not accept the faulty operation of the FPR and an army mercenary. In the years 1993-1994, it was he who was responsible for the logistics of the soldiers who infiltrated Kigali and sowed insecurity in all corners of the country. He also took part in the attack against President Juvénal Habyarimana's plane. By killing him, they wanted to prevent him from revealing what occurred, especially because he started to show his dissatisfaction of the way in which the country and the army were being directed. Captain Hubert Kamugisha was used by Major General Paul Kagame to commit several atrocities, in particular the assassinations of politicians, including Minister Félicien Gatabazi of the PSD, Martin Bucyana of the CDR and others. He was also used to place mines in Rwanda, particularly in the town of Kigali at the beginning of the year 1994. He was used to collect more thorough information during the days which preceded the attack against the presidential plane. In the final analysis, contrary to the majority of the others, he was not rewarded and he is not even assembled in rank for all the work which he had been able to achieve. His public dissatisfaction caused a move from the DMI to the 17è Battalion (He was relegated to the units that had nothing to do with intelligence). In Orthodox Christian theology, nepsis is watchfulness, is sobriety; but it does not come cheap. It is a result of sustained carthasis or purification and purgation of emotions. When we become neptic, we can hear and not feel because we have already felt. Our tragedy allows us to overcome fear and anxiety because we have gone through some form of carthasis. Zimbabweans over the last decade in particular have gone through some form of carthasis and have become neptic. Thanks to the raft of illegal sanctions and the dysfunctionality of the inclusive Government or that three-headed monster that could easily form the subject of Harry Porters wizardry. No amount of spin or narrative misdirection on the Zimbabwean story can transfix us anymore into the hypnotic state that we experience through reading Harry Porter, or any other wizardry script. Because we hit rock bottom in 2008, carthasised and emerged somewhat triumphantly, and because we now know the sources of those troubles, we can no longer feed on the 2008 narrative, the narrative of hunger, that we will all die if the MDC-T is not voted into power. Cholera has come and gone, without the lifting of sanctions, it cant come worse than it did in 2007. Our people have carthasised and are now neptic. Simply put, they have moved on from the political narrative of hunger and now focus on nation-building and ownership of the means of production. Carthasis is great because once people are enlightened they can no longer think in simple terms. Our intellectual clarity does not allow us to accept narrative misdirection like Vote for me and investor money will pour into Zimbabwe. Which investor, what money? The same investor that failed Zimbabwe, Zambia, Mozambique, Angola, DRC, Botswana, South Africa, Tanzania, Madagascar, Swaziland and Lesotho for decades? People are no longer thinking in such simplistic terms, because they already voted for the MDCs in 2008 and manna did not fall from heaven for them. We cannot wallow in orgies of emotion and passion in perpetuity. After five years of the inclusive Government, Zimbabweans are more enlightened. Zimbabweans cannot rest content with a lie, they have already torn away the last veil from the illusion in which they have been made to live so long that salvation comes from those who damned you in the first place the West. Dear Folks, of recent there have been an increase in wave of crime
especially in the city and up country areas. cases of iron bars/butayimba
are coming up slowly, the unique murders in greater Masaka is another matter
of concern, so i think our police personnel need to go one extra mile in
doing their work especially in area of Community Policing, of recent there
have been some laxity in areas of community policing and crime prevention.
these days you rarely come across a news paper article written by a police
officer giving out crime prevention tips to members of the public, as we
used to do during our time, I remember I had a weekly article in Sunday
monitor called POLICE ALERT by Simeo Nsubuga, another officer had CRIME
WATCH in New vision every Thursday . all these ones died a natural death.
Community Policing and crime prevention radio programmes are very rare on
our FM Stations across the country, let our officers go on radios every
day, talk to the public, give them crime prevention tips and guide them on
how to prevent crimes in their localities as we used to do during our time
in UPF.
Community Policing Meetings in villages and Zones, officers should visit
places which are prone to crimes, meet the residents, talk to them, giving
them crime prevention tips, assure them that the security is okay/
(ebyokwerinda biri ggugulu).
Joint patrols between the police and the community leaders/ defence
secretaries at local council one, let the officer mobilize the community and
sensitize them about security in their localities.
Mobilize the business community, church leaders, taxi operators, boda boda
riders, special hire drivers, market vendors, bars/hotel/club/ lodges owners
to actively get involved in community policing and crime prevention
programmes so that they can support police work especially in areas of
gathering information, reporting suspected criminals, preserving scenes and
others. They need to extra alert especially in their business
premises/locations for any suspected criminals. we are living in the world
of terrorism let them report any suspected criminal or suspicious object
etc.
You can only implement such programmes when you reach out to the community
through community policing programmes and If you can implement such actions
it will help to improve the police image in the eyes of the public.

never existed, he did for a couple of months, probably 5 at the most and he
was wiped out. The rest of Konny you read about it a Museveni creation. I
however want to go after this quote End quote, this is very bothering
statement that I must respond to. Namesake why would Konny an Acholi chop
limbs of Acholi kids he is fighting to save from Museveni? Does this
seriously make sense to you that Konny is fighting for Acholis but he is
chopping the lips off the very same people he is fighting for? Let us use

Konny decided to chop off the limbs of children it means he never wanted the
support of the people, then one wonders how he has managed to supported by

Northern Uganda, there has never been a single square foot under Konny
control. There has never been a single square foot where you cannot drive
through for Konny controls it. The only reason you would not go to that
place is because UPDF controls it. To fight a state as Uganda is and a very
militarized state as again Uganda is, you need to hold on a land at minimum
a village sir. I am challenging every Acholi and every Northerner in this
forum to tell us one name of village that has ever been under Konny control.
I am not asking for UPDF control but a direct Konny control as NRA was
controlling Luwero and it became a no go zone. What zone has ever become a
no go in Northern Uganda for Konny is holding it?
Edward does it really make sense to you that Uganda government failed this
long to get Konny although it fought NRA it fought the Rwandese government
and threw it out of power but threw out the Congolese government and it beat
off South Sudan but it can never get Konny a man that has no army ever seen
no vehicles no food supply and no medical supplies for all these years to

EM! Akusinga akukubya gw'okutte! That's the unfortunate situation the Afghans
find themselves in. The occupying force is too powerful; all they can do is beg
for mercy! The international community is never going to plead their case for
them. that would tantamount to challenging Big brother! But this is one of the
issues that can be raised by the liberal Talibans when peace jokes start in
Qatar (when r they starting, BTW?).
There's another possible angle to this. The Americans never actually wanted
Kharzai back in power. Their arm was only twisted as their preferred candidate
bottled it. What other way to undermine the President if not by massacring the
masses on his watch?

Demands by the government of Afghanistan, or Pakistan for that matter, remind
me of the UN demands addressed to Israel in the matter of the Palestinians! One
resolution after another, with each succeeding resolution threatening Israel
that if you do not stop we will be annoyed! Israel does as she sees fit and
another resolution is passed, warning her that if she doesn't comply 'we will
this time be very annoyed!'
Only America can stop America from violating those people's sovereignties and
freedoms! The afghans should learn to look on and hope that their children will
grow up to see another day.
