part. It is for the most part because, when it suits him, he has reached out to 
his vanquished foes, and brought them to his fold. Overall, however, Mr. 
Museveni must win at all costs until he meets a formidable adversary, then he 
might cooperate for the greater whole. That is his MO from whence one must 
begin...in dealing with him.

 The Essence of A Rwot ki ii Oda

In the history of post-independence Uganda the Acoli have had their fair share 
of darkness and scorn:  Amin slaughtered them;  Museveni slaughtered them;  the 
Baganda put the loss of their Kingdom and  the bones in Luweero at the doorstep 
of  the Acoli; and the Kakwa, Madi and Lugbara blame their post-Amin sufferings 
on the Acoli.  This is why one son of Amin claims that the Acoli are the most 
hated people in Ugandaas revealed by a fierce Acoli Nya P'rwodi.

Let me clear the air here and then I will go on to posit what a typical Acoli 
is all about. There is historic evidence of overzealous Acoli who have been 
loyal to a T,  and could be  aggressive at exacting punishment within and 
without at the order of the master. Even today we see manifestations of such 
deviants in the form of Acoli NRM.

The very fabric, the core of an Acoli worthy of his or her ancestor is about 
uncompromising personal independence. This is where A Rwot ki ii Oda comes as 
an aggressive statement that no man can pee on another. You don't kneel nor 
prostrate to your fellow man. Literally it means: I am a chief in my own house. 
From A Rwot ki ii Oda is where we derive the Acoli clan-based society where 
leadership/chiefdom and succession is based on intellectual, physical and 
spiritual prowess. The Chief is beholden for harmony and against famine and 
hostile invasions. The confederation of the Acoli clans is based on marriage 
and security interests. The Chiefdom is not a taxing entity and does not wish 
to extend its dominion over other clans and peoples. Thus no single egocentric 
chief arose to become a king over the Acoli. 

Having said all this, then what? All over the world people are yearning to be 
with their own kind even when they interact with others. Scotland has just made 
such a statement. Muganga Fred would want his Buganda to have some kind of 
autonomy. He is proud of his Kingdom built on blood and carnage. I don't want a 
similar Kingdom in Acoli. What is the solution? Devolution in one form or 
another. If not and peoples are pushed too far by the current resource 
inequities, then it will be decided by iron and fire. How Decentralized Power,

Richard Todwong is a Minister Without Portfoliio in Charge of Political 
Mobilization. #$%**6^! If you understand what that position is about, let me 
know. It looks like  it is a position that is paid for by the government for 
NRM party-related work.Talk of fuzzy accounting!  In addition he is also a 
helper to the elderly Amama Mbabazi in his hat as the NRM Secretary 
General---thanks to the go-getter NRM MPs who wanted to clip the Prime 
Minister's wings which were soaring a little bit too high for the comfort of 
the Godfather. 
 
So, how has Mr. Todwong risen so high so fast  as a first-term MP from Nwoya in 
Acoliland? The simple answer is:  he is one Acoli warrior who delivered in 2011 
to another fierce warrior of Nkore extraction, the Godfather of the NRM, Mr. 
Yoseri Museveni.

Mheshimiwa Rais Yoseri Museveni has lettered a long-winded gobbledygook on the 
history of election fraud in Uganda since 1961. Opposition Rigged Luweero 
Elections--Museveni One must wonder: why now?

In 1980 Museveni went to war because he alleged that year's election was rigged 
and stolen by his nemesis, Apollo Milton Obote.  Being the master calculator 
that he is, he piggybacked on the disaffection of the Baganda with Obote and 
his Northern kinsmen. Moreover, the immediate post-Amin era was in a messy 
flux. The rest is history, and Museveni has been in power with several election 
cycles under his belt.

In the annals of wo/mankind the church has always been in cahoots with the 
powers that be. The great warrior-king/chief of yonder years had his or her 
retinue of soothsayers, alchemists, medicine wo/men sangomas, sorcerers or 
witchdoctors. Constantine, in the Edict of Milan and a later edict made 
Christianity the religion of the Roman Empire. The Church of England (from 
which the Church of Uganda is derived) was created by a debauching,  licentious 
King who hanged his wife at the Tower of London. 

That the Bishops of the Church of Buganda should be hobnobbing with a despised 
family is nothing surprising...

 What Does Mahatma Gandhi  Say? 
How does Mahatma Gandhi play out in present Uganda where things are in flux and 
we don't know what the future holds? Yet the dictator wants certainty by 
assuring his sole candidacy, afraid of the vagaries of the natural law of 
uncertainty.

Gandhi synthesized the teachings of Buddha, Jesus, Thoreau and Tolstoy. He 
argued that there are three responses to evil:
1. The lowest and least recommended response is to submit to evil, to surrender 
and do its bidding in abject docility.
2. The second response is to fight evil with evil, to oppose it violently.
3. The best response to evil is non-violent resistance, to fight against evil 
without evil tactics.

Gandhi was questioned about the third option: Would the NAZIs or the Boers of 
his native country of South Africa have cared and  mowed down the population en 
masse? His response was that the perpetrators would then have realized that 
they were committing atrocities sooner than what ensued with WWII and the loss

It is said that foreign aid helps prop dictators. The donors plug the gaping 
sores that are affronts to the conscience of humanity. The sores having been 
given band aid by do-gooders, the rulers become profligate and go on spending 
binges. In our case, the president builds himself a palace, complete with a 
whooping budget. He can change his plane every so often to keep up with the 
Joneses. Not bad for a son of a peasant. You have come a long way, dude. Since 
he is a militarist, that means the military budget goes through the roof. That 
is also how we can have gigantic numbers of MPs, ministers, presidential 
advisors, districts, and RDCs. And as if the brown envelops were not enough, we 
can now have gifts in sacks.

 Was God a Good Designer? 
My cousin, Auna (RIP) went through Budo and the University of Nairobi to become 
a brilliant architect. I went to school with him earlier on and we shared a 
deep respect for one another. Steve Job (RIP) of Apple was a  genius in 
electronic designing, and I only saw him from a distance. Auna and Job are my 
heroes. Since I admire both a great deal, I decided to channel this question 
through them: Was God a good designer of man and woman?


Esthetically both agreed that God did a fairly good job. What you see sometimes 
that make you turn your eyes away quickly is that man or woman decided to do 
some renovations with too much beer and pork, and the rolling blubber that you 
see on the streets perverts God's original intent. 

 Both Auna and Job had a problem with the structures below the belt...

Uganda in the last few weeks had its fifteen minutes of fame. The august Uganda 
parliament--that infamous house where votes are bought and sold to the lowest 
bidder--passed the Anti-Faggot Bill that is envisaged to send suspected 
homosexuals to prison for life. Love kills. Ugandans should know it better than 
anybody, having been killed with Aids by the millions. Thanks to gay activists 
in Act Up who pushed that swaggering American President Reagan to release funds 
for research, many Ugandans can now live long with the scourge of the  disease. 

The impetus for the bill and subsequent apoplectic hyperventilation in the 
social network is that homosexuality is foreign to Uganda--mainly brought by 
foreign white people to corrupt our young into despicable behavior.

When I protect the liberty of others, I protect my own. But this is not a 
concept innate to us. We have to cultivate it. For those who follow the 
teachings of Jesus of Nazareth who became Jesus the Christ during the reign of 
the Roman Constantine, his greatest teaching hinged  on loving your neighbor as 
thyself. This teaching includes the whole of humanity, and when we cherry-pick 
who to love and not, we fool ourselves for being the followers of the Jewish 
man who became a god. 
Discussions have raged in social networks on Uganda’s Homosexuality Bill, which 
I predicted the great tactician Museveni would take his time with it. He has

Let us look at the case of the Oga of Uganda, General Museveni. He lost an 
election. It was after a war to oust dictator Idi Amin. Everything was in a 
messy flux. Rather than work with others to civilly nurse the nation back to 
sanity, Mr. Museveni chose to go to the bush to fight a government that had 
hardly found its feet on the ground. Many starry-eyed homeboys followed him. 
Basically, it was a war of liberation from the Northern hegemony. Before, he

We have heard that a new organization has been formed, headed by the literati 
of the Diaspora. Mention is also made of the General who ran away and has kept 
some of us amused and/or wondering for the last few months as he spitted fire 
against the wily dictator who has ruled Uganda with an iron grip for more than 
a quarter century. It is all well and good that this organization should be 
all-inclusive. The question is: how effective will it be in correcting what has 
gone wrong in Uganda, let alone having the wherewithal to oust the dictator?

Public masturbation not a crime: Swedish court 
A man who openly masturbated on a Stockholm beach has been acquitted of sexual 
assault in court after it was ruled he was not targeting a specific person, 
with the prosecutor saying it's okay to play with yourself in public.
The incident occurred on June 6th at the Drevviken beach when the man removed 
his shorts and began masturbating close to the water. He was subsequently 
charged with sexual assault. 

The Södertörn District Court has now acquitted the 65-year old in a judgement 
which stated that it may be proven that the man exposed himself and 
masturbated on this occasion.

However, the court added that no offence had been committed as the masturbating 
man was not pleasuring himself towards a specific person. 

Public prosecutor Olof Vrethammar told the Mitti newspaper that he wasn't 
planning to appeal the ruling. 

For this to be a criminal offence it's required that the sexual molestation 
was directed towards one or more people. I think the court's judgement is 
reasonable, he said. When asked if it was now acceptable to masturbate in 
public if you don't direct it towards a specific individual the prosecutor said 
it was okay. 

The district court has made a judgement on this case. With that we can 
conclude that it is okay to masturbate on the beach. The act may be considered 
to be disorderly conduct. 

In another recent judgement a 15-year-old boy was acquitted after being 
previously charged with sexual assault. The teen had thrown his underwear into 
a lake and stood naked in front of two under-age girls. 

The Södertörn District Court said that his behaviour did not have a sexual 
undertone and the charge was dismissed. Both the girls had requested the boy be 
charged with molestation.

I think you should desist from disrespecting people, regardless of their 
political background or affiliation.
Being disrespectful is not the right way to move your views forward.

You will remain the laughing stock of even your lowly village mates, as long as 
you do not repent and start paying respect to everyone, regardless of their 
backgrounds or affiliation.
Real men discuss things in a polite and calculated way. 

Your village behavior should have evaporated through time since you have now 
had the good chance to lived in a developed country, but alas, they say that 
you can take a man from the village but you cannot take the village away from 
him, and this seems to apply very well to you Mulindwa. 

Mulindwa, village idiots like you belong to the zoos and jungles of Africa, and

of power he now has because of the weaknesses we, the populace have had. He 
gave the Baganda sleep, so it is said, and their peasants will sell their 
mothers for his glory. Through the so-called umbrella government he neutered 
well-meaning people into impotence. The so-called developement partners, a.k.a 
guilt-ridden western countries, gave him blank cheques to become very rich to 
buy anything that walks. 

Now he has such power that he can run roughshod over the constitution without 
winching. Besides, he has an Acoli man in parliament who can advance his cause. 
It is common knowledge that an Acoli will fight to the death in the service of 
a master. It was earned in the KRA (King's African Rifle), and Mr. Oulanyah

When will Beti Kamya realise that the problem is not the power given to m7 by 
the constitution but the power he gives himself. I mean even where the 
constitution does not give him power he gets it through other means. E.g Odoki 
and Kk saga. When he removed the Obote-Okello governments was that from the 
constitution? Does Beti think he can respect the referendum she has been 
suggesting? Me thinks the only thing keeping the guy in power is the extreme 
poverty of Ugandans so he can use money to buy whatever and whoever he wants.

Ugandans in the USA at a social gathering, their illegal counterparts in the UK 
are being deported
The Immigration department has started receiving Ugandans deported from the UK 
in the recent crackdown on illegal immigrants, in a campaign dubbed, ‘Go home 
or face arrest’. 
An official at Entebbe airport told The Observer that the deportees included 
people who had overstayed their visa or those denied entry at the border posts 
because their documents were not satisfactory.
The deportees are often escorted by security officers from UK, and handed over 
to Ugandan security. While many deportees are just given escorts to deliver 
them to immigration, some are brought in handcuffs, if they were problematic or 
dangerous and had committed a crime.
“We interview them and when we confirm that you are a Ugandan, we check you in 
because we have no problem with anyone who is a Ugandan. Many Ugandans who are 
deported hide their exact information when we interview them,” said Marshall 
Alenyo, a senior Immigration officer at the ministry of Internal Affairs.
He said those who were brought back after committing crimes were processed 
through immigration and sent straight to prison. Some of the deportees are 
returned after turning themselves in to UK Border Agency (UKBA) authorities, 
while others are reported to police by their fellow Ugandans, as illegal 
immigrants.
There are more desperate cases of Ugandans who have been away for so long and 
do not want to come home to nothing. Some remain on the run while in extreme 
cases; illegal immigrants commit suicide because they would rather die than 
come back to Uganda with nothing to show.
An immigration official at the airport, who preferred not to be named because 
he is not authorized to speak, told The Observer that some deportees are 
returned with up to five body guards.
“Some girls come without shoes; some men come only in socks. Those who get 
their passports stamped as deportees are not allowed to go back because they 
will be denied a visa,” he said.
One international traveller, Joweria Kasozi, said while she was waiting for her 
flight in Dubai in May this year, a Ugandan was brought in handcuffs. When he 
got on board the aircraft, he went into a frenzy saying he was not returning 
home.
“He was crying uncontrollably and fought with the policemen, other passengers 
were so scared that he had to be taken off the aircraft,” Ms Kasozi said.
British Prime Minister David Cameron is quoted by The Guardian as saying that 
encouraging illegal immigrants to leave the UK voluntarily was more 
cost-effective than arresting them and removing them by force. The ‘Go home or 
face arrest campaign,’ encourages all persons living in the UK illegally to 
leave the country or turn themselves in through calling or texting UKBA to 
receive advice and help on their documentation to leave UK. If not, they risk 
being arrested and forced out of the country.

Tsvangirai's loss was always coming
SADC and the African Union should stop entertaining dissatisfied minor 
political parties from member countries. Otherwise before you know it Renamo's 
Alfonso Dlakama will be demanding to meet SADC and the AU. If she were 
politically immature, Helen Zille might also demand to meet SADC and the AU.

These organisations should also be mindful that the most noisome of these minor 
parties are the products neo-colonial experiments by former colonial masters, 
not genuine people driven movements. Who doesn't know that RENAMO was founded 
by Rhodesia and apartheid South Africa to destabilize Mozambique for supporting 
people driven liberation movements like the ANC, ZAPU and ZANU. Who doesn't 
know that the MDC was financed to the hilt by former colonial masters to try 
and starve off the definite loss of wealth and control of the economy, that is 
going to come with policies like indigenisation, restoration of land and 
resources to the colonially dispossessed black people.

Such organisations seem to have inherited the sense of entitlement and 
priviledge that was the hallmark of colonial behaviour. RENAMO have been 
threatening to go to war because they feel they are entitled to win elections 
in Mozambique. Similarly the MDC seem to think that they are entitled to win 
elections in Zimbabwe.

In 2008 there was an evenly split election in Zimbabwe which needed a 
coalition. According to reports, Zanu-PF was the first to approach the MDC to 
form a coalition. Largely because Tsvangirai had already skipped the country 
and was refusing to return to negotiate, Zimbabwe had to approach the country 
hosting him to facilitate negotiation, with the blessing of SADC.

An agreement was signed which was supposed to subsist for two years. 
Subsequently a number of afterthought demands, which were not part of the 
original Global Political Agreement, were made. Already it is an anomaly that 
SADC took these afterthought demands and treated them as if they were part of 
the original agreement.

SADC is a voluntary group of equal countries. None among them is the headboy of 
the group, upon whom there is a duty to foist instructions upon others. None, 
also, should allow themselves to be the conduit through which former colonial 
masters can continue to try and assert dominance over former colonies.

Remember the SADC grouping was born out of mainly the former Frontline States, 
which were at the forefront of dismantling that last bastion of colonialism, 
apartheid South Africa. The founder nations of this group, among which is 
Zimbabwe, fiercely and jealously guard against restoration of colonial edifices 
in what ever form.

The MDC claims that they were cheated. Yet nobody is able to specify where and 
how the cheating happened. When asked to provide evidence of rigging at a news 
conference, all Morgan Tsvangirai could say was that he didn't believe the MDC 
could loose Manicaland because they were so strong there in the past. By the 
same logic Zanu-PF could claim rigging stating that they don't believe they 
could loose any election in Zimbabwe because they used to have 117 out of 120 
seats in the past.

Based on the facts available now, not speculation and conjecture, it is the MDC 
which tried to tamper with the voting process. Their elections director Komichi 
has a pending case right now resulting from special vote ballots which had been 
tampered with and marked in favour of Tsvangirai. That case did not even arise 
from Zanu-PF complaints. The MDC were caught out by ZEC on their own.

The entire MDC political doctrine was based on mere hatred of one man. 'Let's 
get rid of Mugabe' that is all their message was about. In you asked them 'Then 
what?' there would be no clear answers. There was no clear vision of what they 
wanted to achieve for Zimbabweans. They had no core principles and values.

They effectively reduced themselves to a single use tool, like a hypodermic 
needle. If it works, fine, but you throw it away. If it doesn't work you still 
throw it away. They know they are a cannula which failed to find the vein and 
are on their way to the disposables bin.

Unlike Kenya, Zimbabwe's politics are not ethnicity based. They do not have an 
ethnic support base like Raila Odinga in Kenya which might have given them a

Cause to complain has always been there. But lately the police are acting like 
a bunch of hooligans. There is little doubt that this is only going to get 
worse. I don’t know whom to blame but I will say what needs to be done. As an 
ardent NRM supporter I would have loved to air my concerns internally but 
because of confidential reasons, I use the media.
Around Mengo Kisenyi police are arresting people without cause, they are 
arresting young men and women (women get released upon giving sexual favours), 
they are conniving with robbers, they give protection to illegal businesses, 
they extort money from bars, to let them operate after 10pm, the confiscate 
pool game balls owner must pay to get them back. This area is under siege and 
torment from officers based at muzana and old Kampala frequently commanded by 
the DPC himself. Recently a young musoga boy only known as Yusuf (well known in 
the area) was arrested from a shop in where he had come to buy water at around 
9.30pm, initially I challenged the officers as to why they had arrested him, 
they threatened me with arrest too, so I shut my mouth, I offered 5000, they 
said the standard fee is 2 since they were about 6 of them. I did not have 
the money so the boy was taken.

Without the British help, it is doubtful if the Baganda would have routed the 
Banyoro. Besides being buffered by River Nile and other tribes, the Acoli were 
far away. It could have been interesting for the Acholi had the Baganda come 
from the South and Arab slave traders from the North. Be as it may, names like 
magistrate Apollo Kagwa is legendary in Acoli. His stern court exploits are 
coined in songs. There are even still subtle Baganda cultural influences in the 
subregion many take for granted.

The energy given to Museveni for his success has always been because of the 
Baganda visceral hatred of the Acoli. For some reason it has always been there. 
The Obote II era just opened the floodgate which gushed out in revenge 
attrocities, which has left the Acoli crippled for a long time to come. So, the 
Baganda finally came for their military conquest. But the question now for the 
Baganda is: what motivation do they now have to support this man?

Mukulu Mulindwa, however, is wrong on those of us who have hailed Dr. Besigye. 
According to Mulindwa the parts of Uganda that have witnessed the NRA ( and 
many were Mulindwa's tribesmen) attrocities should have nothing to do with such 
NRAs as Besigye. And if we are to take it to its logical conclusion, it would 
also imply that peoples from these parts should have nothing to do with Baganda 
NRAs. As to Besigye, he has done such a good job against the Great Satan that I 
am willing to overlook whatever he might done. The Great Satan is the more 
immediate existential threat to my well-being.

 He said the 4th acre should be for elephant grass for dairy cattle dedicated 
to zero grazing farming activities. Museveni also advised that  homes should 
rear chicken for eggs, improved livestock such as goats, apiary and those near 
swamps can open up fish ponds. He pledged to provide the people of Luwero with 
nursery beds for seedlings.

I am following your call very closely and I need to support it, but there is no 
way we can fight Child Sacrifice In Uganda and turn around to support the 
Kingdom and its reinstatement for that is exactly what it tells us to do. 
Culture. Buganda culture is one of those Kingdoms that were so built on very 
old uncivilized customs and sacrifice of kids is one of them, Go to a Musamize 
he will tell you that to remove your problem you need to bring him a heart of a 
5 year old. Go to a Musamize and he will tell you that to keep your house 
secure you need to put a tongue of 3 year old on the balcony of your house. 
There was a reason many of us thanked AMO for playing a part in removing 
Kingdoms from Buganda, but now that they are back, crying to stop these 
characters is a far-fetched action. The danger of Uganda anarchy is that the 
people believing into these things today is not the unemployed and un fade, but 
Ugandans of self-establishment. I have been in
 Uganda and got very disturbed with the number of cars I see packed on parlors 
of Kusamira, they are all high end. Reinstating the Kingdom in Uganda, has a 
price and it is the little ones and you beter suck up and live with it for we 
who went after the reinstation of the kingdom you called us men with no brains, 
thus Banubbi. Our prayers to all Uganda kids under 10 for at any point you can 
be sacrificed to satisfy Ssabassajja Mutebi’s ego.

Would one be correct to say Buganda culture is Uganda's? The King of  Buganda 
roasted young boys and is it any surprise that any B/Uganda leader has been 
cavalier with human lives? May be the 10,000 Muhoozi force will put a damper on 
the Baganda child sacrifices. Afterall Buganda has given his father three

The Minister of Finance, Ms Kiwanuka's 2013/14 budget proposal included a ding 
on telephone international calls terminating in the Republic of Uganda. It was 
dubbed as taxing foreigners. I would bet that ninety percent of those calls 
are from Ugandans living abroad. So now, not only is  the diaspora increasing 
the economic activities in the country by its remittances, it is going to be 
taxed to fund a corrupt regime. And check this out; there is a proposal to 
float some diaspora bond to help finance the said government. All the while a 
legislation for dual citizenship lies idle on Mr. Museveni's desk and there is 
no facilitation for diaspora voter participation.

Let us assume the Internet is not involved in your call. So, when you initiate 
a call by cellphone or a landline, you have to go through a local carrier to 
transfer your call. This carrier charges you through your calling card or your 
phone company which go into your monthly billing. At the other end the carrier 
also charges a termination fee to access the one you are calling. This is where 
the Uganda government can add a tax to that termination fee and your calling 
card will soon be having fewer minutes because the calling card company passes 
the charges on to you, the caller. In effect, the Uganda government is taxing 
you guys. I hope this helps, and I am sure you know ways to bypass all the 
nonsense.

Just before I forget let me add this, get a calling card and call a number in 
Kampala and Nairobi, but both numbers must be land lines, you will realize that 
you are getting more minutes on the Nairobi number. Why does that happen? 
Because the seller of your card was taxed low on the service of Kenya than 
Uganda. I am giving you all these example to deflect the cavalier way you state 
that Uganda government cannot tax you for you are calling from here. There is a 
very long system that is done and until hen it is done and everyone agrees on 
the principles, your card does not work sir. There is a system in Uganda built 
and maintained by Uganda government and they decide on how you use it. Uganda 
government can actually refuse calling card phones to go to Uganda and we all 
can be locked out, they can deny u a right to even reach them on the net.
 
Let us learn to say thank you to Museveni.

Be very careful with that argument, remember you are discussing an incompetent 
government that goes after quick means for taxation than creating jobs and tax 
them. Yes you go to a corner store and buy a phone card to Uganda, but never 
delude yourself that every card sold to call Uganda controls the phones that go 
to Uganda, Uganda government actually does. In your absence there is an  
international organization that signs agreements with all these companies to 
sell the line to you to Uganda, and they actually pay for that service, don’t 
think that by buying a card off a corner store you are by passing Uganda 
government, no you can call for Uganda government allowed that phone card 
seller to call Uganda, using the lines of Uganda government. All she is going 
to do is to instruct all carriers to tax you for she is going to collect the 
money from them not from you but from them. Now how will it affect you? The 
card that has been calling Uganda for 100
 minutes is going to go down to 80 minutes and she is laughing her behind off. 
She is smart it is booming business for every Monkey calls home, even if she is 
me I target it. If you do not want to call fine. Why do you think calling 
Denmark is way expensive than calling Sweden? The Dens tax the card sellers. 
You see it is not the card seller that decides how much you pay it is those he 
gets the lines from and Uganda government is one of them. It is like the taxes 
on airline ticket, Canada has a very high tax on any of the tickets that if I 
fly Air Canada to Entebbe I need about 2500 dollars yet when I drive to Buffalo 
about 45 minutes from me and go with American Air Lines I pay about 1200 
dollars. Yes she is going to tax your phone call sir because she can.

Non-term limit is not a new invention: there have been kings who ruled for 
life. Moreover, incumbency gives the incumbent unfair advantage, especially in 
a world where many are illiterate and uninformed. 

Neither is term limit a new phenomenon: Greece, Ancient Rome and Roman Republic

On a recent trip to the USA, I was awakened to the serious damage that we, 
Africans, have done to ourselves by copying blindly the term limits we impose 
on our leaders just so we are in alignment 
with what the Americans and the Europeans do, even though conditions in their 
countries and our countries are totally different.
Thinking about it, as I sat in a minibus travelling from Lowell in 
Massachusetts back to New York City, a 4-hour journey, my mind went to the 
exploits of Winston Churchill, Britain’s prime minister of the World War II 
years, and wondered if Africa cannot learn something from some of the good 
things he said and did, or even from how other countries behaved, and still 
behave, in the face of adversity, and adapt it to suit our local conditions.
Before my trip to the USA, I had been reading the entry on Churchill in the 
revised version of the book, Speeches that Changed the World, published by 
Quercus of Bloomsbury Square, London, and I was held spellbound by Churchill’s 
single-mindedness and strong determination not to accept defeat even when 
defeat was standing right in front of him, eyeball to eyeball.
And this was a man, who earlier on in his political career, had felt 
intellectually inferior to many of his peers because he did not go to 
university.
Yet, rather than sit down and moan about his condition (as many of us are wont 
to do), Churchill, who had a slight lisp and a stammer, visited speech 
therapists and practised words and gestures in front of a mirror to enhance his 
speech-making prowess.
According to the book, Churchill “sometimes spent weeks constructing speeches, 
refining and improving them, and he came up with a style that was unique. His 
vocabulary was extremely large, filled with inventive word play, alliteration, 
vivid imagery and metaphor.” Humble reader, please mind the phrase: “He came up 
with a style that was unique”, for I will come back to it later.
Churchill was first elected to Parliament in 1900. His moment came 40 long 
years later when on May 10 1940, with Hitler’s troops at the gate of the Low 
Countries, the then British prime minister, Neville Chamberlain, whose earlier 
peace pact with Hitler had shattered his reputation in Britain, recommended to 
King George VI that Churchill become the new prime minister.
The man with the slight lisp and stammer felt as though, as he put it later, 
“all my past life had been but a preparation for this hour”.
Three days later, in his first speech to the House of Commons as prime 
minister, Churchill set the goalposts: “I say to the House as I said to 
ministers who have joined this government, I have nothing to offer but blood, 
toil, tears and sweat.
We have before us an ordeal of the most grievous kind. We have before us many, 
many, months of struggle and suffering. “You ask, what is our policy? I say it 
is to wage war by land, sea, and air.
War with all our might and with all the strength God has given us, and to wage 
war against a monstrous tyranny never surpassed in the dark and lamentable 
catalogue of human crime.
That is our policy. You ask, what is our aim? I can answer in one word.
It is victory. Victory at all costs — victory in spite of all terrors — 
victory, however long and hard the road may be, for without victory there is no 
survival.”
Then as the War went on, and the British ally, France, was losing battle after 
battle, and it became clear that the British Isles would not be able to resist 
a German invasion, Churchill dramatically roused his fellow Britons by telling 
them: “If this long island of ours is to end at last, let it end only when each 
of us lies choking in his own blood upon the ground.”
Perhaps Churchill’s greatest speech by a country mile came when the War had 
become much tougher for Britain as Germany chalked one victory after another. 
With his nation facing mortal danger, Churchill felt obliged to stir British

GOVERNMENT is considering restricting voter education to political parties 
after unearthing nefarious
dealings aimed at manipulating the process by some non-governmental 
organisations engaged to undertake the initiative.
 
One such organisation, the Electoral Institute for Sustainable 
Democracy in Africa contracted by ZEC has incorporated information 
carrying political messages favouring certain parties.
The pamphlets carrying these political messages have a ZEC logo and are titled 
“Voter Registration: Your vote is your right”.
They are set to be distributed countrywide as part of voter education.
Some of the information in Shona pamphlets reads: “Nyoresa uunze shanduko. 
Usasaririre.”
In some cases the pamphlets are written; “Register to make a difference. Do not 
be left out.”
The
 change mantra being insinuated in the messages is associated with the 
MDC-T slogan, “Chinja maitiro” that dovetails with the party’s regime 
change agenda.
Although Justice and Legal Affairs Minister Patrick Chinamasa could 
not be reached for a comment yesterday, highly-placed sources said in 
view of this, Government was contemplating limiting voter education to 
political parties.

election observation.

governance, human rights and citizen participation are held in a 
peaceful environment,” reads EISA’s vision statement.
EISA claims that it worked in a number of programmes including 
democracy, conflict management, election education, elections and 
political processes, balloting and electoral services and research and 
information among others.
The organisation was established in 1996 and is based in 
Johannesburg, South Africa, with field offices in the Democratic 
Republic of Congo, Chad, Mozambique, Kenya and Madagascar and has opened a new 
office in Harare.

This is the same silly Mao and the tar-baby UPC machinations that is going to 
maintain the status quo. The last time they got less than 5%; what makes them 
think they will overcome Museveni in 2016? UPC is dead in Buganda and the South 
West. DP will never make any headway in the North as long as it is perceived as 
the Baganda thing. So, let us face reality, act as adults and face the Museveni 
juggernaut with our brains instead of ego and emotions.

 A new opposition coalitioThn political parties have resolved to unite ahead of 
the 2016 presidential elections in a bid to unseat President Yoweri Museveni.

 
But the coalition says it does not want to work with Museveni's fierce rival 
and former Forum for Democratic Change (FDC) leader Kiiza Besigye accusing him 
of thriving on chaos.



The parties, namely Democratic Party (DP), FDC, Uganda People's Congress 
(UPC), Conservative Party (CP) and Social Democratic Party (SDP) at the weekend 
pledged to field joint candidates against Museveni's National Resistance 
Movement (NMR) in the next polls.

We will field one presidential candidate to face President Museveni.



We will make sure we come up with a youthful candidate who will convince 
Ugandans to dump Museveni and come up with a new leader said UPC official, 
Gregory Olam Okello.

Okello said representatives from the opposition parties 
had held one meeting where they agreed to continue the unification talks.

DP chairman Baswale Kezaala said they had set up a committee to explore ways of 
effectively fighting Museveni and MNR.



Museveni has won every presidential election he contested since coming into 
power in 1986.

Although the president has not said if he wants to stand in 
2016, his supporters are already campaigning for him.

To Northerners the sight of General Tinyefuza brings the heebie jeebies. Some 
touch their noses as if to ward off a foul bad breath or body odor. Some have 
attacks of cold sweats—a post-traumatic syndrome which recalls when the man 
locked the North into the dark ages and when perceived leaders were made to 
frog-walk, subjected to kangaroo court-whims and put in jail. 
So now, when the general made another stir and the power-that-be has yet to 
make a public response other than harass letter-carriers, what are we to make

of Odinga who had been positioned to sign away the country's oil fields to the
Obama gangster handlers, and also to the NAZI Queen, was across every tribe,
contrary from what you hear from Obama and Odinga.

African Union to take forward the promotion of peace, security, and the safe
economic advancement of our continent.
Part of the capacity by the AU
is the establishment of the African standby force, for rapid deployment in
crisis areas without delay.
Jonathan is paying his first state
visit to South Africa and will attend the 23rd World Economic Forum on Africa
in Cape Town this week.
The governments of South Africa and
Nigeria signed nine agreements and memoranda of understanding on Tuesday,
pledging co-operation in, among others, defence, gas exploration, and power
sector development.

The context of the above quote might have been about Shakeperean Polonius' 
advice on self-preservation, but let us take it in the New-Age context of being 
honest with one's true nature. It is said that a large part of who we are is 
controlled by the mind: we are what we think. In that light,  Mr. Eriya 
Kategeya, from my readings, grew up believing in justice and all that go with 
it. It is not far-fetched to surmise that his true self was about justice. 
Unlike some of us who reflect on such matters and may be write about it in the 
comfy of our chair and electronic gadgets, the man got involved with some 
shrewed characters who would take over control of the country by force of 
arms

experiences in the volatile Uganda--and, by deduction, should not be

wonders wether Mr. Akwap gained this knowledge from personal experience because 
for those of us who know him know that at one time he borrowed some money and,

On the face of the reportings in the news media, one is stunned by the lack of 
accounting controls in the management of the Peace Recovery and Development 
Plan for Northern Uganda (PRDP) Funds. For example, what in the world would 
make a credible organization deposit huge sums of money in the personal 
accounts of its officials to carry out the organization duties? It is because 
of the understanding of human nature that is why accounting best practices 
require separation of duties and approval processes that may require signing 
off by the top honcho..

That is the same thing they once said about the newly arrived Italians, Irish, 
Catholics, and what have you. Many newly arrived immigrants work very and start 
businesses. Some of the people who use government's assistance are mostly the 
spent-ups who have given up on the dog-eat-dog American psychic.   As to the 
American Japanese professor, I may ask what happened to the country of his 
ancestors (with its one culture) when it went to war and was almost wiped out 
of this earth? 

The fact is that most people adapt the mainstream American culture, which at 
its core an amalgam of cultures. The first generation may stick to the 
homeland, but their children are as American as any Anglo-Saxon. The writer's 
tirade is just the angst of a bad loser.

Writer Sam Francis said, You cannot separate a culture and its attendant 
civilization from the genetic endowments of its founding people, nor can you 
expect to transfer it to another people, i.e. [immigrants.]

Today in America (as well as other Western societies), African-Americans, 
Mexican-Americans, Muslim-Americans and European-Americans share an uneasy if 
not cautious tolerance for each other across the land. The news reports didn't 
talk about the American vote. They discussed the Hispanic vote, the black vote, 
the white vote and with the addition of another 20 to 30 million Muslims in a 
few decades-the Islamic vote.

As the American people allow themselves to be transformed into another kind of 
culture, i.e., a multicultural society, neither democrats who pander to the new 
cultural paradigm or the republicans who are trying to extend the old 
successful one-understand the destructive forces facing future generations of 
an incompatible mixed bag of a confusing and forthcoming American non-culture.

This phenomenon also occurs in Canada, United Kingdom, Australia and most of 
mainland Europe

About half the American electorate feels freaked out by Obama's re-election. 
They pray for the next four years to go as fast as possible so they can replace 
Obama with a republican.

But they fail to understand the direction of America. Within the next four 
years, somewhere between 12 and 20 million illegal alien migrants will gain 
full citizenship by Obama's executive orders or Congress' lay-down. Another 8 
to 10 million immigrants will be imported through legal immigration-in the next 
four years. Millions of them will tap into Social Security, food stamps and 
assisted housing. Millions of them will be able to chain-migrate their families 
into America. Millions will legally displace Americans from their jobs.

Millions of them will become voters and millions of them will elect another 
person just like Obama. In the land of milk and honey, the minority voter will 
become the new power in the White House-until, of course, the Fractured States 
of America collapse via socialism.

Multiculturalism is unworkable and illogical in any society

A multicultural society is a physical and sociological impossibility, said 
Satoshi Kanazawa, professor at the University of Washington. It is rare that 
one learns anything important from the pseudo-science of sociology, but one 
thing it does teach us is that there is no such thing as multicultural 
society.

When I taught Introduction to Sociology at the University of Washington, I 
had back-to-back lectures during the first week on culture and society. I 
explained to my students that culture and society were two sides of a coin; one 
cannot exist without the other. Culture needs society (and its inhabitants) to 
sustain its existence and initiate its change, and society needs culture to 
hold it together and survive. Just as there is no such thing as a coin with 
only one side, there is no such thing as culture without society or society 
without culture. It is physically impossible to construct a coin with only 
heads without tails or a coin with only tails without heads. It is equally 
impossible to have a culture without society or a society without culture.

While Kanazawa introduces the logical failure of the multicultural model, 
Francis illustrates that immigrants from incompatible cultures cannot change 
their own paradigms, cultures and languages to mesh with the host country. It's

Time has to arrive and the winning of Obama become stale news, it can only
last thus far, what is needed is implementing several very stupid policies
he has promised non critical thinkers that have elected him. And today let
me go after the one that Africans Hispanics and Latinos bought when it is
fallacy. I am going to go after free Medicare, for either way you slice it
there is no way Barrack Obama can put Medicare in United States if he has
any seriousness left in him.

In all people that would oppose Medicare in United States is Ugandans for
they were the very first people to get free Medicare in Africa under Obote
one government. We did not only have a doctor paid by the government but
even the medication under Obote one government was free, and all surgeries
and prescription was paid by government. Uganda at a time was recognized by
The WHO as a country with the best Doctor patient ratio in the world. Not in
Africa but in the world and that is how good Obote structured Uganda's
health system. But what many of you failed to realize is that it was not a
free Medicare alone but it was a  Uganda healthy system. The government was
going after the population to make sure that they do not fall sick. You did
not need to go to Mulago Hospital for you had no reason to go there. Uganda
population was young, and vibrant but with a very effective public Health
System. The reason community centers were built in Uganda was to educate
women once a week on how to breast feed, how to feed babies a healthy food
and to have birth control. These services were taken into the village level
and were running once sometimes twice a week, she had to show up she had a
card that was filled up and given supplies. But we told her to stop puking
babies as well. At that time I think the population was about 6 mills only.
New things were introduced into Uganda diet, Soya Bean, Cod Liver Oil Nile
Perch and so on, and at affordable prices. Mosquitoes were controlled
nationwide so they were not an issue, as I stated way back this was a system
and a very massive one.

Now when a child falls sick in Dokolo, and nothing personal to George
Okello, that child had to only see a medical assistant as the highest. These
were medically trained from I think Senior 4 or 6 at a time and they were
trained in all basic things which were child deliverance, joining broken
bones, and operation, for what we had mainly in Uganda is Hanier (sp) So he
could open you up and yank it out put you back and you are laughing. If a
mother in Dokolo through visitation is known to have reasons to cause a
complication in baby deliverance, she would be whisked to Gulu hospital
which was the main center in Northern Uganda with better facilities and
larger than the local hospital/clinics. Now tell me why you needed to come
to Mulago Hospital. That was a heart surgery and you had very very few.

Americans are using The Canadian system as an example, but what they do not

they are very expensive to treat, but as they get older we have so many for

insurance policy for your family kindly go ahead. Ontario is in a battle
also to allow cash clinics to operate than waiting for 8 months. This system
simply cannot longer stand by its self.

When you look at the American population, it is too huge and too old, when
you hear Michelle stating that America's number one problem is obese you
realize that she should actually say that the problem is being fat. When you
are fat you are not healthy, and what is troubling in United States is that
the kids are actually more fat these days than adults, so at age 15 you are
going to kick heart attacks from schools. You cannot allow such a

Uganda media crackled with emotional excitement:  Kadaga, Canadian Minister in 
Gay Row , Kadaga Gets Kudos for Defending Country. While many hailed the Madam 
Speaker of the Uganda Parliament, I have a contrarian opinion that her 
hysterical defense of Uganda government's stance on gay rights was a waste of 
energy. The lady was probably venting her frustration for having been 
undermined back home by her president who pushed approval of a rejected 
minister through a quisling of a deputy speaker suffering from a bout of the 
Stockholm Syndrome.


Gay issues, judged from the hundreds of online comments, get the juices of 
Ugandans boiling. You could probably get only about thirty or so comments on 
Dr. Besigye being hauled to a dingy dirty little police cell. Amazing priority, 
if you ask me.

It has not escaped notice of mainstream media figures that President Obama is 
ending this campaign in a shabby fashion. The Post’s Karen Tumulty tweeted on 
Obama’s new tag line: “ ‘Not one of us’ has a specific, ugly history in US 
politics. Bad place for the Obama campaign to go.” Indeed. ABC’s Terry Moran 
observed, “Obama campaign’s tone right now — snarky, belittling — seems off for 
the closing days.”
The low-rent rhetoric coincides with Mitt Romney’s surge in critical, 
swing-state polling. Along with Obama’s travails on the Benghazi debacle, we 
have a picture of an unpresidential president with little positive to say for 
himself.
You know things are bad when MSNBC agrees that Obama lacks “a command of the 
moment”:
The president’s campaign has boiled down to a series of insults and a flagging 
effort to tamp down on the Benghazi fiasco. Mainstream outlets such as 
McClatchy have figured out that despite accurate information that had come in 
within 24 hours the administration continued to hype the angle that the 
anti-Muslim video had ignited the attack. (On Sept. 20 “[Jay] Carney, the White 
House spokesman who’d only days earlier tied the incident to the video, told 
reporters it was ‘self-evident that what happened in Benghazi was a terrorist 
attack.’ ”) Bret Baier of Fox News put together compelling account of the Obama 
efforts to tie and then untie the murders to the anti-Muslim film. 
Meanwhile, Stephen Hayes debunked apparent Obama administration spin that the 
attacks had no connection to al-Qaeda. (In fact the CIA talking points put out 
on Sept. 15 do connect the attacks to extremists, and the CIA, we know from Eli 
Lake’s reporting, found that those responsible were talking with al-Qaeda of 
the Islamic Maghreb within 24 hours of the attacks. Contrary to a New York 
Times report (evidencing the heavy hand of White House spinners) the group 
responsible for the attack Ansar al Sharia, Hayes points out, was labeled by 
the Pentagon as a group that “has increasingly embodied al Qaeda’s presence in 
Libya, as indicated by its active propaganda, extremist discourse, and hatred 
of the West, especially the United States.”
The best description of the Obama campaign is “shrinking.” His map is shrinking 
as Romney secures North Carolina and gains in Virginia and Florida. The 
president’s stature is shrinking. And time to turn this around is shrinking as 
well. Maybe it wasn’t such a good idea to put all his eggs in the basket 
labeled “Discredit Romney.” Right now, he’s the one lacking plausibility as a 
competent presidential contender.

A tell-tale dark clouds hanged over the venue for the national fête to the 50 
years of freedom from our colonial masters as the chief cheerleader 
pronounced his ambtious plan to catapult the nation to a first-world state.  
Key to this latest farce, per The Monitor, is yet another of Museveni's New 
10-Point Plan. And the impetus behind all this is the sovereign power of the 
investor and the consumer, so says the master tactician. Whatever happened 
to the last one as he emerged from the bush? The wonks have often called him to 
task on the original ten. But the man on-the-move has often answered with more 
vacuous gimmicks after gimmicks because they sell. The population likes such 
simplistic one-liners as  Let them get rich, coupled with strategic brown 
envelops.

This is not an attempt to rain on the parade of those who think the 50th 
anniversary of  Uganda's Independence is of significance.  But please don't 
pull  wool over people's eyes by playing the God card. First, there was the 
grandiose overstatement of Uganda-is-God-s-Nation , courtesy of New Vision. 
Then in the same paper there was a report of Museveni-Dedicates-Uganda-to-God  
even as his goons were armed to the teeth around the home of his nemesis, Dr. 
Besigye, in a cynical attempt to prevent him from practicing his God-given 
right.

Let us take a bird's eye-view of Uganda's history to determine  if she is 
indeed God's nation.

are often deceptive and the line quality deteriorates since they also use the 
Internet but without adequate technologies for prioritizing voice data. Skype
