I agree with you.  The peasants are on another ride!
 
The govt is to spend $160m on an airport while Buganda was assigned $80m to cater for the roads, education, health, administration, etc.  Apparently, an airport is twice as important to these people than Uganda's region (Buganda). 
 
Who makes these kind of budgets?

Entebbe Airport for $160m makeover

THE Civil Aviation Authority (CAA) is planning to splurge $160m (280b) over the next five years on a facelift of Entebbe International Airport, funded by the private and public sectors, a top official has said.

Ambrose Akandonda, the CAA managing director, said in an interview recently, the American-based consultancy firm, LPA Group, had already completed a conceptual study to transform the airport into a world-class business centre.

LPA Group recommended the construction be done in phases, with the first phase expected to start soon, costing $12m (about sh21b).

Projects to be done within this financial year include expanding the arrival hall at a cost of sh1.7b and construction of two air bridges that will connect the terminal building to the aircraft. There will also be work on the escalators and elevators in the terminal building, costing about sh700m.

CAA will also work on the stabilisation of airport power supply by installing a 4000kva automatic voltage stabiliser at a cost of sh500m.
“This will be our first step to turning this airport from a terminal building for handling passengers to a modern airline business centre where one can receive all types of services which can be found in any city. Next would be licensing the interested firms to set up supermarkets, cargo stores, hotels, entertainment centres, and processing zones,”Akandonda
said.

US $32M per year? Sounds like  alot of bread to me. Could even get a whole new airport for that kind of money...

Who is LPA Group, USA?

Is CAA a private entity or a govt. body? In the latter case, I fear the peasant is about to be taken to the cleaners, again! Corporate welfare is alive and well.
