I wouldn't bother trying to find a 3G provider who'll give you a static 
IP. Instead get a regular data SIM eg from Giffgaff For your IP 
requirements rent a virtual machine (5 USD / month from Digital Ocean or 
considerably cheaper  10 GBP per year if you don't mind taking more of 
risk with reliability: check out lowendbox.com).


Then you just need a router that'll act as a VPN client to link to the 
Virtual Machine.


You might be able to find an off-the-shelf device that'll do this for you 
(try someone like Draytek) but I'd simply install OpenWRT onto something 
like a TP-Link TL-MR3020 (25 GBP). It can then operate your 3G USB dongle, 
maintain an IPsec VPN to your VM and expose the connectivity over Wifi  
Ethernet.

 Good solution, another option for Virtual Machines only a budget would
