In the case of Telehouse "third party cables are unmanaged and
unsupported", but running a PSTN cable 10 metres costs more than even
a Ethernet cross-connect to another suite because "it is to discourage
customers from using BT as we have our own PBX service" (direct
quotes).

Generally this whole delivery is overly complicated because Openreach
won't (and can't be expected to) use third party fibre, and the data
centres don't want anyone else running their own cabling; the constant
turf wars mean that every circuit I've ever delivered to a commercial
data centre has been seriously delayed (deemed consent, of course).

Interxion can be persuaded to run Openreach's microducts for them.

Teleshiquinix will insist that Openreach use their ePermits system, so
you're okay (for fibre) if the one guy at Openreach who has access
isn't off sick. For copper they haven't sorted it out.

You need to ensure that the surveyor knows that a named engineer is
required, and that a member of the correct CUG is assigned to the
install (these are people who know the data centre and, where
necessary, have been inducted). Get them to provide the list of names
on the generic RA/MS and, when the named engineer is provided shortly
before the job, ensure they are on that list. Too often control
ignores the notes and assigns a random engineer who has never been in
a data centre before and is refused access causing further delay.
