I can't confirm. I'm on 14.09-proposed, I did:

and I'm getting
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
I'm probably doing something

This should be
$ citrain device-upgrade 16
I imagine.

It was sitting really long on phablet-writable-image, so I ended-up going
Albert's route.
I confirm the problem is solved in silo 16.
