It seems completely obvious to me that the "speed bump" shouldn't be be
used when the launcher is set to always visible.

I reduced two values by half in ccsm on my test install, not perfect but
less annoying for me. Now I just have to push the mouse a little further to
move it on the other screen. I also second that it should not be in both
directions, just to bring up the launcher.

I mostly use a laptop or desktop with a single display for work. When I
use an additional monitor it's usually in 'mirror' mode when giving a
presentation.
