What-patch's check which outputs cdbs doesn't look if the build system
is there, but just if patchsys is imported or not (so if a package is
using cdbs but with dpatch as packaging system it should output dpatch
correctly).
IMHO cdbs is pretty clear (as simple patchsys is the most common patch
