I adapted a patch from Markus Rechberger to add this feature (I had to modify
it to work with generic USB audio devices and PulseAudio). It works fine here
under Karmic, but with a small delay between video and audio.
You can find a deb package in my PPA if you want to test it.

The issue has two root causes:
1. the tuxoniceui_usplash needs a fix to add two fade_logo calls. This is
already fixed in the tuxonice-userui SVN.
2. the pm-utils sleep.d hook 98-smart-kernel-video disables changing the VT. To
get it work with TOI, you need to enable it by commenting out one

According to
http://lists.shrew.net/mailman/htdig/vpn-help/2008-November/001827.html, the
VPN connection only works correctly if rp_filter is set to 0 (which I verified
here).
In karmic, it's set to 1 in /etc/sysctl.d/10-network-security.conf.
It's not fixed, the issue is just hidden by the current theme used in
Karmic. If you change the theme to e.g. DarkRoom, you still find the
issue.

Nevertheless, as the apache2 package was split, I think that this bug
