Not sure if this is relevant to this bug or not, I get same message
popups with the Mail Notifcation plugin enabled on evolution. Running
ubuntu, metacity 1:2.25.144-0ubuntu1, evolution 2.25.91-0ubuntu2. Volume
and brightness notifcations appear as they should (besides the missing

mail-notification needs to probe the notify system for actions
capability and dont send any action if server doesnt support that.
use notify_get_server_caps function to get a GList* of capabilities.
