There was probably a time when a particular file needed to build the
package was in python-dev, but at some point this ceased to be true. When
looking at a merge it is important to examine the diff and see if it is
needed.

Here is a patch for this issue. Actually in jaunty it adds a menu entry,
but it does'nt add any icon, so i change it with an icon that is
provided by emma source package.

I thought because python-dev depends on default python version.
Anyway, with your patch we'll sync it from debian, and it's a better
solution.
