it's failing while trying to open/read $HOME/.tqsl/config.xml
creating an empty file there doesn't help

Here's what's happening.
The trustedqsl package has a build dependency on tqsllib-dev (not a runtime
dependency).
tqsllib-dev has a dependency on tqsllib1c2a.
The tqsllib1c2a package is necessary for tqsl to run.
