There is a button on the pCP web pages, right where you mount the usb
drive. Set write permission. The should make sure the entire drive
has correct permissions. If you move the drive back and forth between
pcp and your windows machine, you may have to repeat.

I don't use picore, so I'm not what you can do from there.
But, if you log on to the rPi, then you can check the permissions in
your music directory.
