OK - I finally understand.
I see that /usr/local/etc/init.d/pcp_startup.sh is explicitly listed in
/opt/.filetool.lst and it is not a link.
So I think that something like this might work ...
cd /usr/local/etc/init.d/
sudo cp /usr/local/etc/init.d/wifi mywifi
vi mywifi
;make your change
esc

wifi does

Just to clarify: Replace the symlink /usr/local/etc/init.d/wifi with a
copy of the script and then add the path to /opt/.filetool.lst,
