Found the problem. I needed the gettext-devel package i just had gettext
only.
Might be helpfull to add this to the HACKING notes.

Yeah. May be this is just my inexperience.
I had seen that earlier and verified that gettext package was intalled.
But didn't realize that we needed gettext-devel package and not just
gettext.
