SCOPE OF SERVICES  

The Bureau of Information Technology (BIT) is responsible for the data 
processing 
functions and operations of systems that provide operational, analytical and 
managerial support functions, as well as IT resource management, for DSNY.  
BIT develops and maintains application software for such systems. Working 
closely 
with owner/client bureaus within the agency, BIT develops and implements both 
custom and packaged applications, and maintains the requisite technical 
infrastructure, 
using in-house project resources and hired consultants. We encourage 
innovation, 
creativity, and a think outside of the box attitude when solving complex 
problems 
and implementing new solutions. 

 

In support of a NYC DSNY initiative to upgrade its capabilities to more 
efficiently 
and effectively track and report against its Operations project portfolio, 
a Project Manager is required.   The Project Manager will be responsible for 
managing the execution of the project’s lifecycle - this includes design, 
planning, 
project scheduling, resource management, budget adherence and tracking, status 
reporting, interacting with our strategic partners, and assuming responsibility 
for the day-to-day management of the work. 

 

Duties include working closely with representatives from the BIT PMO Office 
and other agency departments including commissioner-level managers, line 
employees, 
and IT staff and external vendors; managing and defining requirements including 
business justification, triggers, processes and quality assurance checks of 
data exchanges between agencies and reports; reviewing and coaching Operations 
managers in best practices related to project management, including tools 
related 
to device management, and/or its associated infrastructure; developing and 
reviewing estimates and assumptions for the project’s schedule, effort, and 
cost using established estimating models and best practices; creating and 
managing 
risk mitigation and communication plans; creating project charter and scope 
statements, status reports, risk and issues log, and other project 
deliverables; 
overseeing related projects throughout the entire lifecycle, providing advice 
for project teams and monitoring the progress of dependent deliverables and 
tasks; planning, tracking, communicating with, and driving the infrastructure 
solution, building and supporting resources on related environment builds; 
providing oversight and management of blended teams of independent Information 
Technology Contract Service consultants and staff from a functional matrixed 
organization; managing vendor relationships for Security, Quality Control, 
and similar engagements; managing junior project managers and defining team 
member roles, responsibilities and expectations; ensuring that project 
resources 
are used effectively; overseeing performance expectations of staff; ensuring 
that staff and consultants are adhering to the published PMO methodologies 
and templates and development standards defined for the PMO; engaging in 
PMO-related 
functions including monitoring budget burn and ensuring that established 
communication 
plans, risk management, and similar processes are adhered to; participating 
in the review of project artifacts including technical requirements, user 
experience 
design, architecture, testing and implementation documentation; developing 
current and future support needs for the operations environment; maintaining 
a detailed master project schedule which includes administrative tasks and 
all sites involved in the project; creating status reports and communicate 
project status regularly to the stakeholders; making sure that there is a 
documented 
process from business requirement/specifications to development.

 

 

MANDATORY SKILLS/EXPERIENCE 

The successful candidate will have a Bachelor's degree in Engineering, Computer 
Science or related area, significant experience in the aforementioned 
technologies 
will be considered in lieu of this requirement; a minimum of 8 years of 
experience 
managing projects involving complex technologies; ability to develop functional 
requirements related to infrastructure technologies; proficiency in Microsoft 
Project, or other project management software; Microsoft Word, Project, Excel, 
PowerPoint, Visio required; excellent oral and written communication skills, 
including strong technical writing skills; strong organizational skills, 
interpersonal 
skills, and communication skills to interact with all levels of an 
organization; 
ability to interface with executive level management and give senior level 
presentations; expertise with project management methodologies, tools and 
skillsets; 
demonstrates good judgment in selecting technologies solving business needs; 
ability to work independently and within a team environment; multitasking 
capabilities; 
ability to work effectively in a fast paced, deadline-driven environment; 
strong 
familiarity with the Business Analysis role in creating requirements, use 
cases, 
functional specifications; strong demonstration of negotiation and conflict 
management skills; behavioral competencies that demonstrate leadership, 
self-awareness, 
adaptability, ability to be a systems thinker, attention to quality, and 
relationship 
and team building are very important; ability to interact effectively with 
line staff, project managers, and functional managers; and, demonstrated past 
successes leading complex technology delivery projects.

 

DESIRABLE SKILLS/EXPERIENCE : - 

Preference will be given to candidates with an MBA or Masters in Computer 
Science 
or related area. The preferred candidate should also possess a PMP 
certification, 
or demonstrated performance in a large scale, public sector application 
delivery 
project in a related project is a plus; demonstrated project delivery or 
proficiency 
in monitoring and/or management tools; Knowledge of infrastructure computing 
architectures; knowledge of modern user Interfaces such as web browsers, 
knowledge 
of modern database structures, demonstrated past successes leading complex 
technology delivery projects in public sector, ideally an NYC agency. Due to 
the necessary technical management duties of this position in a 24/7 operation, 
candidate may be required to be on call and/or work various shifts such as 
weekends and/or nights/evenings.

 

The preferred candidate should also possess the following:  excellent oral 
and written communication skills, including strong technical writing skills; 
strong organizational skills, interpersonal skills, and communication skills 
to interact with all levels of an organization; ability to interact effectively 
with line staff, project managers, and functional managers; demonstrated past 
successes delivering quality, complex application delivery projects quickly 
and efficiently; ability to work independently and within a team environment; 
ability to work effectively in a fast paced, deadline-driven environment.

 

SPECIAL REQUIREMENTS:

Knowledge of mobile management architectures especially in relation to 
infrastructure 
requirements a plus; working with infrastructure projects related to a 
distributed, 
multi-location field staff a plus.
