SUMMARY OF THE FUNCTION/ROLE:




• Security and workplace incidents must be reported per several Agency 
Policy/Instructions.
• The Security Incident Tracking System (SITS) is used to record and track 
these incidents.
• The Agency’s Department of Security is now requesting the application to 
be enhanced to improve the quality of their data, to enhance their ability 
to enter information, and to improve their incident reporting capabilities.
• The incumbents will enhance the SITS application to improve the data quality, 
accuracy, timeliness, security and the querying and reporting capabilities 
of the current system.

Examples of the enhancements are:




• Easy generation of performance metrics for key security indicators, via a 
wide variety of viewer-friendly graphic reports
• potential trend and pattern analysis reports reflecting, through improved 
search capabilities, the current security environment of the Agency
• use of mobile devices for entry for real-time more accurate and timely 
information 
by the Agency personnel (e.g., Subways, Buses, Staten Island Railway, 
Security); 
more efficient input/uploading of information by stakeholder departments 
(Subways; 
Buses) to avoid tedious duplication of entry information; adding additional 
locations to complete the MTA/Agency universe of facility/employee work 
locations
• Incorporation of NYPD police precinct boundaries for facile cataloguing of 
the Agency security incidents by NYPD precinct of occurrence; enabling access 
to basic identity data about all MTA employees; and improving incident 
categories.

RESPONSIBILITIES


• Work with users to generate business process requirements both short term 
and long term in a phased environment. 
• Work with project leaders and technical team to develop design documents
• Work with technical team to configure functional requirements and ensure 
such meets user needs and follows timekeeping system standards.
• Work with programmers and support team to review and test new functionality 
and ensure it integrates seemingly with the existing system.
• Develop test scripts and perform functional and regressive testing
• Develop project plans and project schedule
• Oversee and review system deployment scripts and change management
• Review code as needed.

QUALIFICATIONS EXPERIENCE & EDUCATION


• Must have at least 7-9 years’ experience in designing and developing 
applications 
in an Oracle environment.


• Experience in undertaking business requirements and be able to translate 
them into technical design with quantifiable results
• Should possess sound knowledge on IT Application architecture, Design 
methodologies 
across multiple platforms
• Should have an excellent analytical and troubleshooting skills
• Worked closely with project managersin addressing technical issues
• Must have participated in all aspects of development life-cycle (SDLC) from 
requirements through deployment and support
• Possess excellent technical skills and have a commanding knowledge of the 
following software:




• Experience in leading a team of technical staff and managing overall 
strategic 
plan.




• Experienced in different areas or architectural styles and design patterns 
and modeling.
• Familiar with development tools such as Oracle Developer, PLSQL, Visual Studio
• Experienced programming with PLSQL using Oracle core framework.






• Oracle Database

• Other preferred skills but not required:






• Web development
• SOAP, XML, WSDL
