SUMMARY
Under minimum guidance, designs, develops useful, user experiences on the
BCBSM website, mobile website and secured portals. Collaborates with
content and development teams to construct an intuitive online experience
that can be understood by a variety of audiences. Ensures designs comply
with organizational standards. Serves as consultant for department on web
projects and mentors web designers and non-technical team members.

OTHER REQUIREMENTS
May be required to work after normal business hours including weekends to
support press release distribution, resolve website issues or support IT
maintenance activities.

NOTE: Must provide a portfolio or examples of work that demonstrate skills
above. For code review, we need access to work that is accessible via a
browser. For design, deliver examples via screen captures or a URL. Must be
able to show which portion represents personal contribution.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
1. Create design concepts for desktop and mobile websites that align to
user experience best practices.
2. Develop efficient HTML and CSS (and JS) code to bring static designs to
life.
3. Research and recommend appropriate interactive technologies and design
patterns.
4. Provides technical support with the integration of front-end HTML, CSS
and JavaScript design deliverables to the back-end development deliverables
in conjunction with IT.
5. Enhances portions of our secured services portal in conjunction with IT,
which requires competence in HTML, CSS, XML and XSLT.
6. Partners and consults with internal clients for site design and
development followed by the creation of entire sites from conceptualization
to site launch. Includes gathering and developing business requirements,
consulting to ensure user-friendly architecture, prototyping, web
authoring, and effective time management.
7. Leads research activities to implement new web technologies and provide
ideas for technical or business improvements. Monitors and delivers key
performance indicator reports of site and campaign activity to drive the
ongoing development and optimization of compelling web content in order to
increase traffic and time on site, drive product sales and increase
registrant opt-ins for loyalty and retention programs.
8. Develops prototypes and mock-ups to help develop, demonstrate, and
validate business requirements to ensure all stakeholders understand what
will be built and to help identify potential issues early in the project.
9. Conducts web site usability evaluations. Ability to apply heuristic
evaluation methods, measure against competitor benchmarking and apply
corporate and web style guide standards.
10. Participate in quality assurance and UAT testing and monitoring
automated tools to improve and maintain quality standards.
11. Assists in gathering and documenting business requirements, developing
prototypes and formulating test plans.
12. Perform other related duties as assigned.

EDUCATION AND/OR EXPERIENCE
1. Bachelors degree in related field preferred.
2. Three (3) to five (5) years of interactive design experience.
3. Usability Certification preferred.

SKILLS AND ABILITIES
1. Excellent eye for website designs and the ability to deliver

4. Competency preferred in the following: Adobe CQ, Backbone JS, Moustache,
Bootstrap CSS framework, AJAX, XHTML, XSLT, XML/XSL, SQL and Flash.
5. Able to design useful user experiences on mobile devices.
6. Working knowledge of online marketing tactics, industry trends and user
behavior including search, email and social networking platforms.
7. Ability to lead and contribute to process improvement projects involving
online applications and tasks.
8. Experience with mentoring web designers and non-technical team members.
9. Excellent written and oral communication skills.
10. Ability to lead to plan, organize, direct and control projects as the
project lead.
11. Preferred iRise Visualization experience.
12. Other related skills and/or abilities may be required to perform this
job.
