Apple made a change to menus in, i thin, Sonoma? (+/- 1 release). This broke menus in LC and any LC standalone on that version of macOS or above. LC, Ltd had to release a new version of LC to fix the menu issue so LC would run on versions higher than Sonoma. 9.6.3 is definitely BEFORE this fix.
