Commons FileUpload v 1.3.1 provides backward compatibility as v1.1.1 ?

Hello Apache common users,

Does anyone know whether Commons FileUpload v1.3.1 is fully compatible 
with v1.1.1 ? I'm wondering if I can replace my current Commons FileUpload 
v1.1.1 with v1.3.1 ?
