I found the cause. It seems the the hierarchy of the directory structure can
be too flat.
The example below is ok.
*C:\g\geronimo-tomcat7-javaee6-3.0.1\bin*
But this example is too flat for Geronimo to handle.
*C:\geronimo-tomcat7-javaee6-3.0.1\bin*
