I think i had provided the required steps a few weeks ago in:

So follow this steps:
- Delete all files and folders in your existing ownCloud directory
(/var/www/owncloud) - except data and config.
- Don’t keep the apps
I found an Owncloud Web Installer half way down on
https://owncloud.org/download/. Its a php-file. Maybe this will run
your update. Watch the dependencies.

Looks like the download link for owncloud-8.2.11.zip got invalid. Maybe
you can edit the link in the updater. Otherwise you'll have to download
and install the paket by hand.
