I have no idea. but it seams not a struts' bug, because in my
DebugFilter, getQueryString returns null, so struts can't get any
parameter. Is this true?

I use tag and have this problem also.
I have coded a DebugFilter and applied it before FilterDispatcher. In
DebugFilter I output HttpServletRequest.getQueryString(), but it's
always null.
I'm so confused, is it a oc4j bug?
