It sounds to me that the original requesting locale is not preserved. I really 
don't see or know of a way to propagate it with this kind of setup. A better 
approach for a multilingual setup would be to have a filter listening for 404 
responses so that it can use logic to determine the original requested locale 
and then forward it appropriately. The use of the web.xml is good for those 
scenarios of single-site-single-language.
