For clarity, who is expected to apply the performance fix on aries utils in
the correct directory of the code base? I understand that this is a
pre-requisite to get a new release of aries utils out?

Unless someone can be more precise, I investigated and I haven't found any
issue with the way the code has been changed. It should be included in the
release which is being voted.

The patch works using the util JAR staged at that location.
