I hope you understand that you're not getting a Windows redistributable of
ODBC driver by building on Linux? You will only build Linux ODBC driver
that way.

No, I've never seen this error before. Seems like
some issue in configuration of your OS.
Do you have pkg-config installed?

Try removing AM_PROG_AR as well. I will fix the issue in future.
