Spark currently has blacklisting enabled on Mesos, no matter what:
[SPARK-19755][Mesos] Blacklist is always active for
MesosCoarseGrainedSchedulerBackend
Blacklisting also prevents new drivers from running on our nodes where
previous drivers' had failed tasks.
