About REST, just look at Swagger under /Users/status; the feature is anyway also available from Admin Console: go to Realms > USER then click on a row and select "enable" for the floating menu. Yep, you can suspend (and later reactivate, if needed) users: by default, when suspended they cannot authenticate.
