I've looked into the problem. It looks like there is no unified scheme of
translation files in AppFuse. Every translation file randomly encode in
either Java Properties (\u encoding) or UTF-8 or ISO-8859-1. The project
on 99translations was created assuming the transcoding is UTF-8 for

The negative IDs are not created by the DB, these are default values
inserted via dbunit during the maven test phase.
