I don't believe there is a way to set this on a per cluster basis - your
only option is to set on a per host basis.
Also keep in mind this is a *preference* - not a hard and fast rule, hence
the workload on your hosts play a part. In other words - if your Windows
preference hosts are

No cache afaik...
Make sure to delete cloudstack3.css.gz and then gzip a modified .css file
again...gz is served to browsers...

redirect to another css based on cloudtack3.css
In 4.6 there is an empty custom.css which will be loaded after
cloudstack3.css so any style can be overwritten easily by serving a
custom.css
