Typically you would run the proxy from your local machine with a web
browser.
And then open the URL specified on your browser.

Is it safe to enable this on an existing production cluster and am I
correct in assuming that
/var/lib/libvirt/images/ will be the path unless defined within
agent.properties?

download.cloudstack.org.
I've heard also that a few of the contributors with issues were already
able to reach it again by the end of the day (7 of Feb).
