Is it possible to run a Kubernetes cluster on top of VMs running on KVM
hosts? If so, will security groups prevent IP addresses to float between
VMs.

This is probably happening because default network offerings are made for
Shared storage while (I assume) your setup is having only local storage.
create a network offering that targets explicitly local storage, enable it
and try again.

Yes, the network offerings are enabled. Even the Default shared network
offerings that come with CS installation are enabled but none is shown in
the dropdown. The dropdown is empty

After almost two months of trying to setup cloudstack on ovh dedicated
server, I have finally been able to get a vm successfully deployed and
running.
I'm providing an update in case somebody runs into the same issue.
Thanks to the suggestions from Slavka, I was able to figure out this er
