In my experience the current NoVNC console is more than adequate for the
task you mentioned - installing Windows.

CPVM needs to connect to hosts to relay the VM console.
SSVM would need connectivity to hosts if you are using VMware ESXi for Volume
Snapshot operations etc.

I think Rohit nails it here with regards to the performance penalty.
Historically the web console has only been used for basic or recovery
operations, not meant for long term, day to day use. As he suggested RDP
is a much better solution (by miles) and if you're target is Linux then
look at X2

Hi Jimmy,
Typically subnets with RFC1918 IP addresses are used for management/pod/Private
networks. The reserved IP address range that you input for a pod will be used
for System VMs and Virtual Routers by cloud stack. for We could use IP
addresses in the same subnet for the hosts.
