In the simplest way I was trying to connect directly to the console proxy via
ws://:8080/websockify?token=
I used the token created by api call createConsoleEndpoint.

Update - Terraform Registry support is looking into it, meanwhile they've done
sometime to effect trigger to have the pre/alpha build available publicly now -
