- Yes CloudStack will choose primary storage for you. You can control this by
using tags on your service offerings and primary pools.
- If you can't see any other primary storage pools when trying to migrate a
volume then there's a few reasons this may not work - is the volume detached?

In CloudStack default UI, when adding volume, there is no option to choose
storage. Also when migrating a volume, storage pool popup is empty. Is it a
known issue or something to do with config?
