It looks like the /etc/default/cloudstack-management is not updated during
upgrade
please replace it with
https://github.com/apache/cloudstack/blob/4.20.1.0/packaging/systemd/cloudstack-management.default
you probably to replace for usage server with :
https://github.com/apache/cloudstack/blob/4.
