A instance with HA offering can not be shutted down in the vm OS.

If I create an instance without HA compute offering,I can shutdown the vm in the guest vm OS. But If I create an instance with HA compute offering and use "shutdown" in the guest vm OS,the vm will be started automatically after stopping. I want to use HA but I don't need the auto-start feature.
