templateid. This is intentional, the VMs are supposed to boot from ISO.
Using cloudstack 4.4.2 and cloudmonkey 5.3.0 I got the following error:

You need 4 IPs as there is one for the default Source NAT, then 1 per VM to
enable Static NAT.
I believe your original request was to enable three VMs to each have a unique
IP when they access the Internet.
