Failed to deploy VM Error

Hello All, I have ACS 4.92 using Xenserver 6.5 , I faced a problem that I can't create new instance with error "Failed to deploy VM VM[User|" , I searched for the log and I can't find the root cause , can you please advice what is the problem , the job related for it as per below Please note

Hi Benjamin, Starting 4.11, systemvms don't reboot after the patching operation so the shared observation matches expectations. Do you see vpc router vms stuck in starting state, can you share the logs and details of your hypervisor and other environment details? - Rohit
