It have never worked for me doing like you said. I had always uninstall
previous version either it was 3.2 or RC.

certificate. The certificate does not match the installed application
certificate, does not support application updates, or

Unfortunately it's probably won't work anymore at least on Windows 10.
During work on that fix I have found issue related to installer in Flex
SDK. I have fixed it and I'm in a process of releasing 4.16.1 SDK. [1]
You can try to Release Candidate 4.16.1 by right clicking on drop down
